Job Title: Functional Analyst – Human Resources Specialist (Air Force)(ID#15771) Location: San Antonio, TX or Falls Church, VA

The services provided under this contract support the Defense Health Agency’s (DHA) requirement for a strengthened and robust full-service Military Personnel Support Division (MPSD), equipped to provide the full array of human resources (HR) support services across multiple functional disciplines and programs. Specifically, this position advises on and performs all facets of the Air Force Human Resources program. CNSP is seeking a Functional Analyst to advises on and performs all facets of Air Force personnel management including (but not limited to) assignments, transfers, evaluations, promotions, separations, policies, procedures, in/out processing, and leave for all Air Force personnel assigned to the Defense Health Agency (DHA). This position provides on-site support for the DHA Military Personnel Support Division (MPSD). ESSENTIAL DUTIES AND

RESPONSIBILITIES

Advises on and performs all facets of Air Force personnel assignments, transfers, evaluations, promotions, separations, policies, procedures, in/out processing, leave, performance evaluations, promotions, leave, requisition process, fitness, gains, losses, pay and allowances, transitions (assignments), metrics, urinalysis, records management and updates, strength management, process improvement, personnel accountability and executive administrative support, and other human resources (HR) related actions. Assist with Air Force HR programs for the Resources and Management (J-1) Directorate, Military Personnel Support Division such as Air Force enlisted and officers promotions, enlisted and officers evaluations, in/out-processing; updating records; records management; and Air Force HR information systems (full list below). Promotes the establishment and achievement of Air Force personnel management objectives throughout the DHA and assists in implementing Department of Defense (DoD) and applicable Air Force policies. Provides staff level support services to various levels within the DHA. Advises the Chief, MPSD leadership on Air Force personnel issues; prepares division-level briefs; ensures the Agency’s human resources personnel database is updated. Recognizes problem areas, coordinates with team to implement solutions to routine issues, and provides onsite assistance and recommendations in the areas of program compliance. Maintains familiarity with career patterns and military specialties to ensure Directorates and Special Staff are authorized the proper personnel for mission accomplishment. Provides Air Force HR automated system support including, but not limited to: data input and management, analysis/trending, and presentation of information gathered and accessed from systems utilized by DoD, DHA, and MPSD. May perform other duties as assigned. SUPERVISORY/MANAGEMENT AUTHORITY None. EDUCATION and/or EXPERIENCE High school diploma required, bachelor’s degree preferred. At least four to six years of military human resources experience required. Prior or current Air Force service preferred. At least three years of experience in an on-site Department of Defense contracting environment required. KNOWLEDGE, SKILLS AND ABILITIES Ability to work effectively as a member of a team consisting of contractor, civilian and military personnel. Ability to multitask in a fast-paced environment while continuously communicating with team members. Must have excellent written and verbal communication skills. Must have in-depth knowledge of Air Force human resources systems, actions, processes and standards.
