Summary: The Anesthesiologist shall provide a full range of anesthesia services to include pain management, within the scope of this Statement of Work, and within the scope of clinical privileges granted by the Commander, using Government furnished supplies, facilities and equipment. The anesthesiologist shall maintain liaison with the Department Head per established command policies.

Essential Duties and Responsibilities: (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)

* The Anesthesiologist shall perform a full range and spectrum of comprehensive specialty care on site at the MTF. Workload includes the evaluation and treatment of emergent, urgent, and non-emergent patients ranging in age as young as infant to over 65 years. The Anesthesiologist will practice within the guidelines set by the credentialing office of the 96 MDG and the Medical Director.

* Anesthesiology Department schedules routine workload. Primary workload is a result of surgical cases appointed through the MTF's surgical appointment office. Secondary workload is the result of consultation requests submitted to the Anesthesiology Department by other staff physicians.

* Anesthesiologist is responsible for a full range of anesthesiology examinations, delivery of services within the personnel and equipment capabilities of the MTF, provision of mandated medical surveillance and preventive services and the quality and timeliness of treatment records and reports required to document procedures performed and care provided.

* Anesthesiologist shall refer patients to staff specialists for consultative opinions and continuation of care and shall see the patients of other staff health care providers who have been referred for consultation and treatment.

* Anesthesiologist's productivity is expected to be comparable to that of other civilian anesthesiologists assigned to the same facility and authorized the same scope of practice. Expected level of workload is between four to six surgical cases per day, but not less than the average of other department anesthesiologists.

* Anesthesiologist shall provide full scope and range of anesthesia care for inpatient and out-patient procedures; including, but not limited to full care for cases specializing in pediatrics, OB/GYN, ENT, orthopedics, urology, ophthalmology, vascular, and general surgery;

* Anesthesiologist may be required to consult with other specialty practitioners who have been referred for anesthesiologist services.

* When required to ensure completion of services that extend beyond the normal close of business, the anesthesiologist shall remain on duty in excess of the scheduled shift.

* Demonstrate appropriate delegation of tasks and duties in the direction and coordination of health care team members, patient care, and clinic activities.

* The contract anesthesiologist shall provide services for patients as scheduled by the Government. The anesthesiologist shall administer general, regional, and local anesthetics.

Anesthesia support shall include:

* Determines anesthetics to be used.

* Records observations while administering anesthetics. The Anesthesiologist will be expected to use computer based charting systems.

* Coordinates administration of anesthetics with surgeons during operation.

* Formulate plans and procedures for anesthesiologic services.

* Advises on kinds and quantity of anesthesiologic supplies and equipment.

* Coordinates anesthesiologic services with other medical activities.

* Instruct personnel in methods and procedures for administering anesthetics.

* Anesthesiologist shall serve as a consultant for anesthesiology and respiratory physiology problems and ventilator management.

* Anesthesiologist shall preceptor a student registered nurse anesthetist (SRNA).

* Anesthesiologist shall provide immediate evaluation and management of emergency problems as they occur.

* Anesthesiologist may be required to perform clinical review duties, as required, of staff certified nurse anesthetists and fellow anesthesiologists.

* Anesthesiologist shall attend periodic meetings as necessary to review and evaluate the care provided to patients, identify opportunities to improve the care delivered, and recommend corrective action when problems exist.

* The Anesthesiologist shall address patient expectations and requirements, establishes level of need and priority of care in accordance with established policies and procedures.

* Seeks and maintains interpersonal relationships with clients/families and coworkers which contribute to mission accomplishment.

* Responds appropriately to clinical emergencies.

* Ensures patient and staff safety through safety awareness, proper infection control and promotion of clean, orderly clinic environment. Recognizes, reports and corrects potential safety hazards.

* The provider shall direct be supporting Government employees assigned to them during the performance of clinical duties. Guides the performance of assigned personnel. Uses team approach toward staff and patient management.

* The Anesthesiologist shall perform administrative duties that may include maintaining statistical records of his or her clinical workload, participating in medical education programs/ and participating in quality improvement functions and other duties as prescribed by the Flight Commander.

* The Anesthesiologist productivity is expected to be comparable to that of other comparable positions assigned to the same clinic and authorized the same scope of care.

* The Anesthesiologist shall prepare all documentation to meet or exceed established standards of the MTF to include but not limited to: timeliness, legibility, accuracy,

content, and signature. Only MTF and Air Force approved abbreviations can be used in the documentation of care in the health care record. An Anesthesiologist with the ability to chart patient care electronically in the "Essentris" and "ARMD" computer based charting systems is preferred.

* The Anesthesiologist shall follow DoD, Air Force, and MTF regulations and policies when arranging for a referral or consult. The provider shall inform patients of the required referral or consult by indicating the specialty involved. The Anesthesiologist shall not recommend to the patient that he/she consult a specific practitioner or use a specific practice.

* The Anesthesiologist shall use and be guided by the MTF formulary for prescriptions. Drugs not appearing on the formulary must be pre-approved by the Pharmacy and Therapeutics Committee.

* The anesthesiologist shall provide training and/or direction as applicable to supporting Government employees (e.g., hospital corpsmen, technicians, and students) assigned to the anesthesiologist during the performance of clinical procedures. Subjects shall be jointly decided between the MTF and Contractor.

* The Anesthesiologist shall be responsible for creating, maintaining, and disposing of only those Government required records which are specifically cited in this PWS or as may be required by the provisions of a mandatory directive listed in this PWS. If requested by the Government, the Contractor shall provide the original record or a reproducible copy of any such records within five working days of receipt of this request.

* The HCW shall treat patient lists, no matter how developed as privileged information. Lists and/or names of patients shall not be disclosed to or revealed in any way for any use outside the MTF without prior written permission by the Chief of Hospital Services.

* The HCW shall respect and maintain the basic rights of patients, demonstrating concern for personal dignity and human relationships. Providers receiving complaints validated by the QAP and Chief of the Medical Staff shall be subject to counseling and, depending on the nature and severity of the complaint, separation from performing services under this contract.

* The provider shall only release medical information obtained during the course of this contract to other MTF staff involved in the care and treatment of that individual patient.

* The Anesthesiologist shall ensure they maintain open and professional communication with members of the MTF. Complaints validated by the QAP and Chief of Medical Staff, shall be reported in writing to the Contracting Officer Representative for action. Failure of the Contractor to correct validated complaints raised by the MTF staff and the CO will be considered a failure to perform.

* Contract physicians/providers will provide information necessary for paper and web-based MTF provider directory. Credentialed providers will include information such as name, degree, specialty, board status, office telephone and fax number, and licensing information. A picture of the provider is encouraged, but optional. Additional education and training information and links to health information for the provider's patient population is also encouraged.

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

* The Anesthesiologist must have graduated from an approved school in the specialty area required and completed a residency or fellowship acceptable to the US Air Force Surgeon General in anesthesia. Copies of each certificate are required.

* Anesthesiologist shall possess a valid unrestricted license to practice Anesthesiology in one of the 50 US states.

* The Anesthesiologist shall be either a "Candidate" or a "Diplomat" of the American Board of Anesthesiologists.

* The Anesthesiologist shall have provided Anesthesiology services a minimum of 6 months within the past 12 months.

* The Anesthesiologist must have Basic Life Support (BLS) certification using American Heart Association guidelines. Required to have Advanced Life Support requirements (ACLS, PALS, NRP) must present proof of current certification(s) thru American Heart Association. Computer-based training does not constitute fulfilling the training requirements.

Knowledge, Skills and Abilities:

* The Anesthesiologist shall possess basic knowledge of emergency procedures in order to react promptly and appropriately to provide effective care during emergency situations, respiratory or cardiac arrest.

* The Anesthesiologist shall possess ability to acquire and use basic computer skills to enter patient data and extract patients' information, from a variety of sources to include Essentris, ARMD, CHCS, ALTHA and integrated clinical database (ICDB).

* The Anesthesiologist shall possess basic knowledge of various training methods; and interpersonal skills in order to develop a rapport with the patients and co-workers during which instructional and education information is presented and supportive trusting relationship is established.

* The Anesthesiologist shall possess basic knowledge of and ability to demonstrate leadership skills in order to provide guidance, counseling, training and professional evaluation.

* The Anesthesiologist shall possess basic knowledge of operating a wide variety of medical equipment to ensure patient and staff safety, proper equipment maintenance and accessibility.

* The Anesthesiologist shall possess basic knowledge of established clinic standards of care and JCAHO requirements for clinical and documentation protocols, safety, infection control, performance improvement, etc., to insure compliance with policies and provide consistent training and guidance for clinic staff.

* The Anesthesiologist shall possess basic knowledge in management and daily operation of a clinic servicing a large number of patients with a variety of healthcare needs and illnesses.
