The primary purpose of this position, Cost Analyst, NH-0501-03, is to To serve as a cost and resource analyst for the Air Force Test Center (AFTC) Financial Management Directorate. Providing financial management services to all personnel, programs, support missions, associates, and external customers.

Responsibilities

* Perform a broad range of cost and/or economic analysis assignments developing methodologies for and evaluating the cost effectiveness of alternatives.

* Devise and recommend the adoption of procedures to implement budgetary processes, policies, and regulations issued by MAJCOM or higher headquarters.

* Provide advice, assistance, and guidance on budget-related matters such as types of funding available, effects of budgetary changes on related activities, status and use of funds, etc.

* Analyze budget and/or related information.

* Use automated budgetary system(s), computer-generated products, and cost software in accomplishing cost and budgeting assignments.

Travel Required

25% or less - Work may require travel away from the normal duty station on military or commercial aircraft. 11 days or more per month.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-2, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience is described as knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of a functional area such as financial oversight, budget formulation, and/or budget execution sufficient to analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a broad range of cost analysis techniques and possession of analytical abilities.

2. Knowledge of structure, for budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify,

and execute assigned budget in support of the mission, structure, goaJs, work processes, and programs of assigned organization(s).

3. Knowledge of the commonly used agency budget procedures, regulations, precedents, policies, and guides.

4. Ability to develop new methods and techniques of budgeting applicable to the forecasting of long range funding needs.

5. Ability to apply analytical methods and techniques to budgeting work.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Education
