Description

Summary:

Information Technology manager is responsible for the implementation of technology within an organization and directs the work of systems and supervisors, business analysts, application developers, support specialists and other computer-related employees and contractors. This individual will usually be an experienced worker with technical expertise coupled with an understanding of business and management principles. Duties within the role are ultimately dependent on the organizational area.

Key Accountabilities:

* May provide direction to application developers, database administrators, systems analysts and design specialists as designated on various projects from internal or external partners. Develops and implements performance measures to assess individual and team performance. Based upon organizational unit needs, the role may be interchangeable with other managers within the IT organization.

* Establishes a business relationship with client management in ITS to assure a thorough understanding of business drivers within the overall business climate at DTE Energy.

* Manage and monitor work activities and day to day business operations to ensure on time and in budget solutions to client needs while meeting organizational and corporate goals.

* Formulates and drives work unit goals and objectives, productivity measures, and work unit policy for areas of responsibility.

* Responsible for operational planning of the Information Technology organization.

* Willing to participate in DTE Enterprise wide programs or projects, as needed.

* Presents recommendations to enhance the business area's functionality and operating effectiveness.

* Responsible for strategic/business planning in support of the related business units and translates plans into process/system requirements.

* Must have an enterprise focus and ability to balance with individual business unit needs.

* Keeps abreast of technology trends and DTE Energy's stated direction, select technology platforms that are appropriate and cost beneficial; and establish other business relationships with key technical dependent industries and organizations to support the application of technology to specific business areas.

* Manages programs for evaluating employee performance, implementing promotions, job changes and/or salary changes within areas of responsibility. Approves recommendations for new hires, initiating disciplinary action; and approves work unit goals and objectives, productivity measures, and work unit policy for areas of responsibility.

* Manages staff development and productivity programs in order to develop and maintain a technically competent, motivated and highly productive work force to ensure the availability of resources to satisfy both the near and long-term requirements of client areas and the corporation in general.

* Manages the implementation of new technology to the ITS Organization and consults on application projects to insure the application is utilizing the technology appropriately and ensures the application will integrate into the infrastructure.

* Establishes and maintains business relationships with key technical industry representatives and DTE Energy IT organizations to support the application and delivery of technology to specific business areas.

* Must also work closely with other managers in ITS, both Business Process and IT, to deliver effective solutions.

* Performs all duties in accordance with DTE's safety rules, operating regulations and practices, reports unsafe conditions and practices and promotes a clean, safe workplace.

* Promotes continuous improvement philosophy and methodology that results in a continuous improvement culture within Information Technology. May utilize a variety of Operating System principles and tools to facilitate effective solutions that improve process design in all areas of the business.

Information Security:

* Manages and addresses Information Protection security matters for DTE organization including telecommunications, access control, operations, applications and systems development.

* Provide risk, response and recovery analysis and execution on security matters.

* Communicate and elicit support for security initiatives within the organization.

* Oversee corporate-wide Security Awareness Program and Information Protection Policies and Guidelines, including evaluation and approval of requested deviations to the Information Protection Charter.

* Maintain an in-depth knowledge of security-related opportunities, concerns and remedies within the computer industry.

* Set guidelines, policies and procedures for intrusion detection, resolution and remedy.

* Collaborate with Internal Audit to provide input to the Internal Audit planning process and Corporate Investigations to address malicious or inappropriate activity in DTE's information processing environment and participate with ITS Management to address security matters for all DTE organizations and affiliated companies.

Engineering:

* Manages cost effective LAN and desktop support services and activities, which include but are not limited to, support for approximately 12,000 client base systems (desktops laptops, & MDTs), printers and associated technologies, such as plotters, scanners, etc. Responsible for telecommunication infrastructure which includes, but is not limited to, telephony 11000 telephones, networks 14,000 connections, radios, pagers and wireless technologies across approximately 100 locations.

* Responsible for Server, Desktop, Telecommunications, Programming Languages, Development Tools and Database Design Standards and Architecture, data interoperability and database development direction.

* Manages the data center infrastructure, including support for over 200 servers across multiple locations and the operation of approximately 140 different applications, to establish service-level agreements.

* Manages cost effective telecommunication operational services as described in service-level agreements. Maintains a focus on continuous improvement in the areas of quality and cost reduction.

* Manages data center architecture server design and direction, including platforms and operating systems.

* Consult on issues/problems and contract negotiations related to Desktop, LAN Engineering, server engineering, database design and telecommunications infrastructure.

Operations:

* Develops and enforces production control and change policies and procedures.

* Manages a large data center with a 24/7 operation for a major corporation preferred.

* Responsible for managing operations, help desk, or consulting functions in a large IT environment (i.e., several thousand end users).

* Manages level 2 & 3 Network and Telecommunications Service areas; provides help desk functions for ITS 1st contact customer facing activities.

* Responsible for IT operations, design and engineering including; data center operations, multi-level client support, telecommunications/network planning, architecture & engineering and infrastructure project management.

Back Office:

* Responsible for decision-making in all IT related projects within associated with the business unit, which includes Portfolio Management, Generation, DMI, SCO, Unregulated Marketing, Gas, OES, Customer Service, Corporate Staff, Shared Services, Human Resources, Supply Chain, and Energy Trading subsidiaries.

* Ensures that resolutions for day-to-day issues/problems associated with the application portfolio within the assigned business unit are handled effectively. This involves approving work unit goals and objectives, developing productivity measures and work unit policies for area of responsibility.

* Responsible for one or more of the business processes: Controls, Purchase to Pay, Enterprise Management, Manage People, and Facilities and Asset Management. Supports back office operations while focusing on process improvements.

Customer Information Technology/Plant and Field:

* Responsible for the software engineering methodologies deployed within IT and is the champion for their deployment and compliance.

* Maintains a deep understanding of the IT infrastructure operating concepts and practices and utilizes this knowledge to identify, support, sponsor, and manage projects that lead to infrastructure and/or service improvements.

* Responsible for multiple related areas of subsidiary IT infrastructure including data center operations, engineering and design, desktop and LAN services, and network and telecom services.

Application Development:

* While in a defined Business Application area (Portfolio Management, Generation, DMI, SCO, Unregulated Marketing, Gas, OES, Finance, Customer Service, Corporate Staff, Shared Services, HR, Supply Chain or Energy Trading subsidiaries), responsible for driving improvements in organizational effectiveness, productivity, and availability of resources to satisfy application development and software engineering process methodology development and deployment.

Qualifications

* Bachelor's degree in an information technology-related discipline is preferred; other non-Information Technology degrees may be considered. Knowledge and capabilities typically acquired through at least 5 years of Information Technology related experience 2 years formal supervision experience required.

* Effective skills in managing large work activities/projects, a diverse workforce, employee skill assessment and employee development.

* Strong organizational skills, ability to increase client value and support best practices, drive continuous improvement and organizational effectiveness, and improve productivity and resource availability.

* Broad understanding of DTE industry, e.g. emerging technology industry standards, support services, business applications, systems design, and systems integration and an in-depth knowledge of Process & systems associated with area of responsibility. Organizational skills and strategic and operational planning and budget experience.

* Communicates effectively, ability to influence and build relationships to foster a positive work environment and drive change.

* Ability to foresee, present, plan and execute IT opportunities in conjunction/on behalf of the business unit.

* Capable of delivering world class IT solutions and eliciting support for acceptance of new technology and support services within the organization.

* Knowledge of Operating System methodologies and tools is a plus.

Information Security:

* Experienced in managing and addressing Information Protection security matters for DTE organization including telecommunications, access control, operations, applications and systems development.

* Experience should include intrusion detection, risk assessment, response and recovery analysis and execution on security matters.

* Ability to build relationships, communicate and elicit support for security initiatives within the organization.

* Experienced in managing corporate-wide Security Awareness Program and Information Protection Policies and Guidelines, including evaluation and approval of requested deviations to the Information Protection Charter.

* Must have an in-depth knowledge of security-related opportunities, concerns and remedies within the computer industry. Preference given to the following certifications: SSCP Systems Security Certified Practitioner, CISSP Certified Information Systems Security Professional.

* Experience in establishing and executing security guidelines, policies and procedures for intrusion detection, resolution and remedy for a large company.

* Experienced in collaborating with Internal Audit and Corporate Investigations organizations, to provide input and address malicious or inappropriate activity in DTE's information processing environment; and in participating with ITS Management to address security matters for multiple company organizations and affiliated companies.

Engineering:

* Experienced in managing a level-three support group, supporting server hardware and software, network database, desktop and LAN.

* Experienced in IT operations, design and engineering including; data center operations, multi-level client support, telecommunications/network planning, architecture & engineering and infrastructure project management

* Knowledge of IT industry, e.g. emerging technologies, industry standards, support services, network architectures, telecommunications, systems and database design, systems integration and emerging technologies.

* Experienced in managing LAN and desktop level 2 support services as described in service-level agreements. Manages a variety of issues and daily LAN operations, planning for infrastructure needs and high-risk decisions on LAN availability/access as well as normal and future decision making of 1-2 year outlook. Manages the engineering functions, staff, new client productivity products as well as the ITS Service Center and Information Technology Customer Connection Center.

* Must have experience managing level 2 & 3 Network and Telecommunications Service areas.

* Experienced in managing data center architecture server design and direction, including platforms and operating systems.

* Experienced in managing engineering, operations help desk, or consulting functions in a large IT environment (i.e., several thousand end users).

Operations:

* Must have experience with the development and enforcement of production control and change policies and procedures.

* Management experience of a large data center with a 24/7 operation for a major corporation preferred.

* Experienced in managing engineering, operations, help desk, or consulting functions in a large IT environment (i.e., several thousand end users).

* Must have experience managing level 2 & 3 Network and Telecommunications Service areas.

* Experienced in IT operations, design and engineering including; data center operations, multi-level client support, telecommunications/network planning, architecture & engineering and infrastructure project management.

Back Office:

* Demonstrated in-depth knowledge o f the business within the area of responsibility.

* Ability to foresee, present, plan and execute improvements in conjunction with or on behalf of the associated business unit.

Customer Information Technology / Plant & Field:

* Proven ability to manage and maintain a staff with a focus on new technologies pervasive in application development for the purpose of implementing and transferring the knowledge where appropriate, either within the organization or the enterprise.

* Experience in IT operations, design and engineering including data center operations, multi-level client support, telecommunications/network planning, architecture and engineering, and infrastructure project management.

Application Development:

* Experience in effectively managing the multiple related areas of subsidiary IT infrastructure including, but not limited to subsidiary data center operations, engineering and design, desktop and LAN services, and network and telecom services.
