There is one vacancy for this position. This one vacancy may be filled in either Denver, CO or San Francisco, CA.

The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing also helps ensure consumers can access housing counseling and provides affordable rental housing through its Multifamily housing program. The Office of Housing is committed to helping all Americans obtain safe, decent affordable housing.

The Office of Multifamily Housing is responsible for the overall management, development, direction and administration of HUD's Multifamily Housing Programs. HUD's Multifamily programs provide mortgage insurance to HUD-approved lenders to facilitate the construction, substantial rehabilitation, purchase and refinancing of multifamily housing projects. MFH is widely responsible for production, asset management and portfolio oversight, and recapitalization of assisted properties, and field operations. As part of the National Housing Act of 1934, Congress created the Federal Housing Administration (FHA) which later became a part of the Department of Housing and Urban Development's (HUD) Office of Housing in 1965.

Responsibilities

The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

* Serve as a technical resource staff person for the Underwriting Branch Chief, to provide advice and guidance on non-complex underwriting matters pertaining to statutory and regulatory requirements and other administrative directives.

* Assume responsibility for each assigned project's overall application, processing, construction, closing, management control, coordination and execution in accordance with HUD's published guidelines and guidance.

* Serve as a point of contact for projects assigned with senior HUD management, the sponsor, representatives of other Federal, state and local government agencies, and other external organizations. - Test and confirm that all FHA underwriting standards, such as loan to value ratios and debt service coverage ratios are achieved- Identify and coordinate documentation and other activity needed for closing, including overseeing the preparation and review of documents required for FHA mortgage insurance.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:

* Reviewing residential mortgage loan applications and residential property appraisals (1-4 units); AND

* Completing credit analysis of potential borrowers to make recommendations to approve or reject residential mortgage loan applications, OR

* Applying housing property and credit underwriting requirements and procedures to make recommendations and decisions on residential mortgage loan applications;

OR

Education: Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related

OR

Combination: You may qualify by a combination of experience and education. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

Specialized Experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:

* Reviewing residential mortgage loan applications and residential property appraisals (1-4 units); AND

* Completing credit analysis of potential borrowers to make recommendations to approve or reject residential mortgage loan applications, OR

* Applying housing property and credit underwriting requirements and procedures to provide clarification of direction on housing underwriting requirements;

OR

Education: Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related

OR

Combination:

You may qualify by a combination of experience and education. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
