Responsibilities

You will:

* Provide full range of travel, time and attendance services to Region 8 management and staff in accordance with prescribed Agency policy directives and federal statutes.

* Conduct research to evaluate issues of concern to the financial and travel and management programs in the Region.

* Serve as a customer liaison to the Office of Chief Financial Officer's Payroll and Travel management operations.

Travel Required

Occasional travel - You may be required to travel 1 to 5 days per month.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as providing technical advice and assistance to staff on travel and time & attendance regulations and utilizing agency systems to provide guidance in entering time & attendance records OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:

1. Knowledge of federal travel, pay and leave rules, regulations, policies and procedures.

2. Ability to interpret and apply federal laws and regulations governing travel, and time and attendance.

3. Skill in utilizing agency time and travel systems to input necessary actions and customer inquiries.

4. Ability to communicate technical and non-technical information to convey facts and recommendations relating to accounting policies and problems in a clear, concise and logical manner.

5. Knowledge of the Agency's mission, functions, policies, goals, objectives, work processes and sources of funding.

6. Ability to evaluate administrative and management issues and problems in order to ascertain the most efficient resolution and opportunities for improvement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
