DescriptionPosition Summary

The Job Training & Safety Specialist administers the CoServ Gas training and safety processes. The position requires in-depth knowledge of the CoServ Gas distribution system and is responsible for safe work practices and procedures and the training and safety of all employees. The Job Training & Safety Specialist implements, monitors and maintains the training and safety programs for all Gas employees, including the Employee Development Program and Operator Qualification field verifications.

Primary Position Responsibilities

* Complies with established CoServ Gas safety and operating rules, procedures, and guidelines. Responsible for reporting unsafe practices to a supervisor.

* Complies with established CoServ Information Security Handbook, policies, procedures, and guidelines. Responsible for reporting suspected information security incidents to Tech Support.

* Recommends, develops and implements workplace training.

* Educates, provides skills and improves performance through workplace training.

* Identifies training needs through review of Employee Development Program (EDP), employee job descriptions, new equipment, new procedures, on-the-job performance and Federal, State, and Local regulatory agencies.

* Assists designated personnel with implementation and revision of the EDP, policies, and procedures.

* Prepares and gives competency-based performance tests or evaluations for assessment of an employee's progression, including Operator Qualification training.

* Maintains and implements company Operator Qualification Program including plan changes and documentation for both company and contract personnel.

* Sets performance objectives, develops and implements competency based performance evaluations.

* Performs safety inspections and recommends improvements.

* Knows applicable standards, including OSHA, RRC of Texas, DOT, and PHMSA.

* Prepares agendas for and conducts safety meetings/training.

* Prepares required programs to ensure compliance with state and federal standards.

* Investigates, analyzes and reviews injury and near miss reports and makes recommendations for prevention.

* Ensures compliance with all current safety and health standards, policies, and procedures.

* Identifies and evaluates working conditions and makes adjustments to safeguard employee safety & health.

* Researches and implements existing and new ways to improve the safety of employees through new techniques, equipment or procedures.

* Maintains training areas, training tools and equipment.

* Promotes effective communication to enhance and encourage overall employee safety awareness and knowledge.

* Maintains safety and training records.

* Researches, recommends and issues safety equipment.

* Remains available for accident investigations.

* Prepares monthly safety reports for the Board of Directors.

* Organizes and conducts safety meetings.

* Attends conferences, workshops and seminars, such as Texas Gas Association, Southern Gas Association, American Gas Association, RRC of Texas, PHMSA, National Safety Council, Smith Driving, and other educational means to advance qualifications in safety.

* Drives a company vehicle for work-related assignments and 24 hour availability for accident investigations.

* Maintains integrity of confidential information.

* May be required to perform additional duties and tasks as directed.

RequirementsPosition Requirements

Education and Certifications Required

* High School diploma or G.E.D.

Education and Certifications Preferred

* Bachelor's degree in related field preferred, or equivalent experience.

Experience Required

* A minimum of five (5) years experience in Natural Gas Distribution System Operations and functions.

* Experience in facilitating training sessions and safety oriented programs.

Experience Preferred

* A minimum of ten (10) years experience at a utility or in a safety related field.

Skills and Abilities Required

* Knowledge of State and Federal Standards, such as OSHA, RRC of Texas, DOT, and PHMSA.

* Knowledge and understanding of the installation and maintenance of a natural gas distribution system.

* Knowledge of CoServ Gas service area and distribution system.

* Knowledge of CoServ Gas policies, rules, regulations and procedures.

* Ability to demonstrate the safe use of new equipment or procedures to employees in the field as well as in a classroom setting (some of this requires same physical skills and abilities as an Operation Tech and Construction Tech).

* Ability to create presentations and speak to groups of people.

* Ability to understand loss runs, charts and graphs.

* Ability to perform basic Math and Algebra.

* Ability to set up meeting rooms, audio-visual equipment and other training aids.

* Ability to use basic office equipment (computer, phone, fax, copier, etc.).

* Capable of using Microsoft Office.

Skills and Abilities Preferred

* Ability to lead and supervise employees in safe work practices.

* Ability to communicate effectively, including email and public speaking setting.

* Certified as a Smith Driving Systems instructor and in First Aid/CPR.

Physical Requirements

* Works indoors and outdoors in all types of environmental and weather conditions as needed.

* Occasionally works with employees in the field when using new procedures or when needing extra help.

* Will need to drive a company vehicle for work-related assignments.

* May work in low light conditions.

* May be required to perform similar duties as some other employees for training purposes.

* Ability to lift up to 25 pounds.

* Ability to sit for long periods of time.

Other Requirements

* Must have and maintain a valid Texas driver's license.

* Ability to obtain a Class A CDL.

* Ability to travel occasionally for business and training.

* Must reside within a one hour response time of CoServ headquarters.
