This position is located in the Office of Communications, U.S. Energy Information Administration (EIA), and U.S. Department of Energy (DOE).

The Office provides leadership and direction in creating and managing comprehensive coverage of current and historical publication-level data on EIA's public website and managing the EIA dissemination function for all data and analytical releases.

A successful candidate in this position will...

* Serve as a Web Project Manager for web product and policy development.

* Provide technical direction and assistance to program office staff that develop products for web and electronic information delivery.

* Develop new or improved online dissemination methods.

* Develop web solutions by: formulating objectives; planning project life-cycle deliverables and resource availability and application; preparing installation and modifications specifications; and exploring, evaluating, and designing technical solutions.

Responsibilities

As a Web Project Manager, you will:

* Plan, organize, and lead Energy Information Administration (EIA) projects that involve cross-cutting web information products with high-level program resource and content impacts that require highly sophisticated web-development and design processes.

* Lead web product development for the design, development, maintenance, and resource requirements of the EIA website including the products and projects.

* Research and evaluate new and emerging methods for web product development and web project management.

* Provide hands-on technical leadership to project staff and other EIA personnel by providing the following: reading, writing, and analyzing program code (in PHP, Cold Fusion, Javascript, Python, or comparable web-based languages).

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: experience as a technical or design lead for web development projects, this work involves designing and programming database-driven web applications making improvements in existing web systems and operations, web product development of new approaches to match electronic dissemination techniques with customer needs.

* Knowledge of project management principles and procedures in order to lead web projects from cradle to grave.

* Knowledge of program analysis and web systems methodology necessary to develop an environment that includes policies, approaches, standards, procedures, and guidelines for the ongoing improvement of EIA web products and their integration into the EIA electron information dissemination program.

* Knowledge of EIA direction and program outputs; electronic information and data dissemination; database design and development to support web application back-ends, web project management; web product design and development; web software and vendor evaluation and selection; web systems architecture design and implementation; web content management; online mapping applications, information architecture; enterprise search and taxonomy; usability; and diverse web design and development specialty areas.

* Mastery of the technical aspects pertaining to the web and electronic product development process sufficient to lead web development and project management efforts.
