This position is located with the Office of the Secretary of Interior, Office of Indian Gaming in Washington, DC. The Office of Indian Gaming (OIG) is looking for a Management Analyst to provide technical assistance in the financial review of all gaming-related actions and activities ensuring compliance with the Indian Gaming Regulatory Act (IGRA), the National Environmental Policy Act (NEPA), and relevant Indian Gaming operation policies, guidelines and regulations.

Responsibilities

* Review and analyze financial and environmental documents prepared for applications to take land in trust for Indian gaming purposes and for making eligibility determinations.

* Provide advice and technical assistance to BIA field offices and tribal entities on matters regarding Indian gaming financial actions on NEPA documents (environmental and economic studies.)

* Develop drafts and final decision documents for signature by the Assistant Secretary-Indian Affairs, and will respond to all relevant Indian gaming-related correspondence.

* Research and draft memoranda related to NEPA financial compliance issues and their relation to acquiring land trust for Indian gaming.

* Assist with maintaining Indian gaming-related records. Follows record retention requirements in disposing of documents and obsolete records and correspondence.

* Conduct on-site visits to assess problems regarding Indian gaming activities and assist BIA field staff and tribal officials in resolving them.

Qualifications

GS-09:

To qualify at the GS-09 grade level you must meet ONE of the following criteria:

A. Specialized Experience - To qualify at the GS-09 grade level, you must have one year specialized experience at or equivalent to the GS-07 grade level performing in an administrative support capacity regarding Indian gaming activities that may include such tasks as assisting with the review of financial documents and environmental impact statements as related to Indian gaming; assisting in the maintenance of Indian gaming related financial records; and assisting Native American tribal governments on issues regarding their economic development programs as they relate to Indian gaming.

OR

B. Education - Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related at an accredited institution.

OR

C. A combination of education and specialized experience that totals 100% of the requirement.

GS-11:

To qualify at the GS-11 grade level you must meet ONE of the following criteria:

A. Specialized Experience - In addition to experience at the lower grade level, to qualify at the GS-11 grade level, you must have one year specialized experience at or equivalent to the GS-09 grade level that may include such tasks as ensuring that financial and environmental documents related to applications for land trust for gaming are compliant with NEPA, IGRA and IRA; Assisting in the development of financial policies, standards, procedures and training materials related to Indian gaming for dissemination and implementation; and giving assistance to Native American Tribal governments on issues regarding their economic development programs as they relate to Indian gaming.

OR

B. Education - PH.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR

C. A combination of education and specialized experience that totals 100% of the requirement.

GS-12:

In addition to experience at the lower grade levels, to qualify at the GS-12 grade level, you must have one year specialized experience at or equivalent to the GS-11 grade level that may include such tasks as independently reviewing financial documents and drafting NEPA Environmental Impact Statements; conducting regulatory/policy research on financial and NEPA related issues in regards to Indian gaming; advising senior staff and tribal governments on policy matters regarding Indian gaming; and interpreting and evaluating regulatory factors, cultural and social conditions in regards to Indian gaming in order to prepare and evaluate the adequacy of financial and environmental documentation.
