Kearney has an exciting new opportunity for a Compliance Oracle Consultant. This Consultant will be responsible for the successful delivery of Oracle ERP technology/process deliverables specifically related to compliance issues and provides support to internal and external IT audit assertions for the Defense Enterprise Accounting Management System (DEAMS). The Consultant will provide functional and configuration knowledge & manage client relationships. Responsibilities include documenting requirements and actively participating in design, configuration and testing of Oracle 11i and R12 implementation projects. Potential candidates must have experience in Oracle Federal Financials, Department of Defense Financial Management, and full life-cycle implementation. Other duties/responsibilities include:

Required Skills

* Developing and maintaining DEAMS Segregation of Duty (SoD) Matrix

* Developing and managing Oracle user responsibility configurations in accordance with the SoD Matrix

* Monitoring users account creations and user responsibilities assignment following SoD policy

* Developing DEAMS role catalog for the evaluation of segregation of duties conflicts

* Preparing internal control assessment document for entity-level controls

* Executing Federal Information System Control Audit Manual (FISCAM) tests to assess the operating effectiveness of control activities

* Serving as an Oracle resource for special topics and policy development (i.e., audit tables, data archive and purge)

* Develop / review Oracle configuration instructions in accordance with best practices

* Participating in the fraud penetration test

* Closely working with the Help Desk staff, functional teams, Defense Finance and Accounting Service (DFAS) users, bases user community, and program office to resolve production compliance issues for the R11i implementation

* Developing and implementing Corrective Action Plans (CAPs) for Financial Improvement Audit Readiness (FIAR) findings and FISCAM findings

* Developing and implementing controls to address Information Assurance (IA) Plans of Action and Milestones (POAMs)

* Provide support to Quantitative Drill Down (QDD) to ensure the accuracy of the financial statements generated from DEAMS, ie. Reconciliation Trial Balance, Universe of Transactions (UoT)

* Be familiar with the eBusiness suite table structures and have the ability to write SQL reports for data analysis and audit reviews

Required Experience

* Bachelor's Degree in Computer Science/Management Information Systems, Accounting, Business or equivalent combination of related work experience and education

* Minimum of 8 yrs exp in the Oracle consulting arena

* Minimum of 1–2 years of internal or external IT auditing experience

* Ability to obtain or has an active U.S. Secret level security clearance (requires US Citizenship)

Preferred Experience:

* Advanced degree in Computer Science/Management Information Systems or equivalent education

* Governmental audit experience

* Advanced knowledge of IT auditing processes/procedures

* Advanced oral and written communication skills

* Advanced investigative and analytical skills

* Ability to translate business needs and problems into viable and accepted solutions

* Ability to liaise with individuals across a wide variety of operational, functional, and technical disciplines

* Ability to work independently

* Ability to work well within a team environment and participate in department projects
