The District Manager provides leadership and coordinates activities of supervising company and contract personnel who perform maintenance, operation, construction, and compliance activities for all pipeline facilities located within the assigned geographic region. Implements and administers company policies and procedures as delegated by management. Works within established organization guidelines, goals and objectives, and accomplishes results through direct reports. Ensures the plans and performance of the various functions within the organization meet or exceed management expectations.

* Performs typical responsibilities of management requiring planning, evaluating, organizing, integrating, training, and coaching.

* Strong background in the pipeline and terminal industry with a working knowledge of regulatory compliance, pipeline equipment, operations, construction, and maintenance.

* Develops and implements preventative maintenance programs and oversees training of employees.

* Plans, schedules, and provides leadership and oversight in the repair, maintenance, and new construction of pipelines, pipeline facilities, and truck facilities. Supervises employees and contract personnel in the repair, maintenance, and construction of pipelines, terminals, tank farms, and pump stations within assigned areas.

* Ensures compliance of safety rules and maintenance of inspection records in accordance with DOT, OSHA, state and federal rules and regulations, as well as company policies and procedures.

* Responds to environmental and operational emergency situations and assumes the role of on-scene commander when necessary, coordinating emergency response efforts with management.

* Represents the company with local, state and federal agencies; property landowners; contractors and others as required. • Supervises two (2) or more direct reports. Accomplishes results through subordinate supervisors and/or staff working within established organizational objectives.

* Requires 30%-50% travel and valid driver's license to operate company vehicles.

* Performs other duties as required, which may include assignments in job classifications other than the primary assignment.


* High School graduate, some college preferred, and fifteen (15) years of related work experience in pipeline operations. A combination of education, experience, and training may be substituted for these requirements.

* Must be able to read, write and speak the English language at a 12th-grade level, perform mathematical calculations required for the position, and learn to interpret and comprehend company policies, procedures, safety instructions, and other like documents used in an energy industry environment.

* Ten (10) years of the required supervisory experience.

* Valid driver's license required.

* Competent in the use of standard software applications such as Microsoft Word and Excel and operation of standard office equipment.

* Competent in making telephone and direct personal contact with internal and external personnel.

* Must be knowledgeable in the processes and procedures of the area.

* May perform the work of lesser skilled employees.

* Safety training applicable to the job and the general work area.

LEVEL OF MANAGEMENT OVERSIGHT AND CONTROL: Internal and External - Serves as an internal consultant to management on major matters pertaining to plans, policies, and operations often requiring high level contact both within and outside the company. Work is performed without appreciable direction.

WORKING CONDITIONS: Work is normally performed outside where exposure to conditions of extreme heat/cold, fumes and gases is common. Noise level is moderate to loud and includes sounds of construction, equipment operations, and trucks and like equipment. Job hazards include working in normal, light, and heavy construction activities and working around pressured petroleum, water, electricity, and waste lines and under all weather conditions.

PHYSICAL DEMANDS: Work normally requires finger dexterity and eye-hand coordination to operate computer keyboard at moderate skill level. Work may require occasional pushing, pulling, or carrying 20-pound objects such as files, documents, and computer printouts. Involves sitting most of the time, but may involve standing and walking for brief periods of time.
