PLANNING PRACTICE

DESCRIPTION
Under limited supervision, acquires the right of way necessary for construction of transportation projects. An understanding of property titles, appraisals, the SC Eminent Domain Statues and the Uniform Act are necessary to perform the job duties.

•Reviews title opinions to gather and understand of how ownership was established and any liens, judgement or other issues which could affect title.
•Prepares contact letters to all affected properties assigned, as well as other documents needed as a part of the acquisition process.
•Reviews engineering plans to gain an understanding of the project, what it is trying to accomplish and how it impacts the properties of the owners assigned to the agent.
•Meets with landowners in person when possible on site to review the plans and explain the project and impacts from the project.
•Maintains a log of all contacts with the landowner regarding each individual property.
•Maintain project status as required tracking property milestones.
•Makes offers based on appraisal or cost estimates after reviewing the method of establishing the offer. Offers to be made in writing.
•Closes the right of way acquisition by securing easements, permissions, titles to real estate or the preparation of condemnation documents if negotiations are unsuccessful.
•The ability to provide relocation assistance under state and federal requirements when required.
•Proficient in using Microsoft office programs (Word, excel, etc.)
•Performs other duties as assigned by project managers

PROFESSIONAL REQUIREMENTS
•Four-year degree in Business or related field
•2-4 years related experience
