About the Position: The primary purpose of this position is to serve as a professional Education Counselor in the Army Continuing Education system (ACES) Program providing the full range of general educational and career development counseling to both military and civilian personnel within the installation, a multi-state geographic area, and personnel deployed overseas from Fort Carson. Career development counseling includes consideration of the total individual potential, the military career development structure, and subsequent civilian career plans/goals.

* Counsels individuals to help them develop and achieve their education objectives including credentialing/licensure, a valid military career goal and subsequent civilian occupation.

* Monitors progress of individual to ensure education progress.

* Prepares and conducts education briefings for groups or units to inform them of the entire education program: Promotes self-development programs including correspondence courses, and attendance at schools, colleges, and universities in the vicinity.

* May conduct surveys of education needs and preferences.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement: A degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from 1) or 2) below.

1) Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.

2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.

3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.

4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.

5) Teaching methods: Study of teaching strategies and learning styles of the adult learner.

6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.

7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.

8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.

In addition to the Basic Requirement above, you must also meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience Required: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-07 level in the Federal service which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. Specialized experience includes: experience developing career or educational goals; recommending, interpreting and evaluating diagnostic tests such as interest, aptitude or achievement tests for career paths; reviewing academic program requirements; and advising on financial and benefit programs such as loans, Veteran Affairs benefits, or Tuition Assistance.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:

Education Substitution for Specialized Experience: To qualify based on your education, you must have completed 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (Note: You must attach a copy of your transcripts.)


Combination of Experience and Education Substitution for Specialized Experience: To qualify based on a combination you must have the specialized experience as described above, but less than one year; and you must have more than one (1) year but less than two (2) years of education as described above. You must compute the percentage of the requirements that you meet, and the total must be at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education above one (1) year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (NOTE: You must attach a copy of your transcripts.)

Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.
