Job Purpose:

This position is responsible for the full lifecycle management of the technical ecosystem supporting our Government Programs division, from strategic planning to tactical activities, specifying requirements for current and future products; driving other internal IT product teams and external vendors toward integrated solutions to better serve our members.

In addition to product development and delivery activities, this role is responsible for enhancing the data capabilities of our IT team, which includes both technical operations data, as well as business operations/analytical solutions to better support our business counterparts. Experience in Medicare STARS and/or HEDIS strategy a big plus.

Successful candidates will have a strong understanding of solution architecture, operational dashboarding, end to end health insurance landscape, and strong communication skills/ executive presence.

Job Responsibilities:

* Understand the business requirements and translating into an IT product/services roadmap for one or more major product areas.

* Work with business analysts, develops requirements documents and use cases for new product/service features.

* Coordinate with DevOps Portfolio Release Lead to ensure all planned releases are integrated into the product release schedule.

* Work with Portfolio Delivery Lead (PDL) and assigned program/project manager (PM), monitor the status of development projects supporting new features.

* Collaborate with delivery leads to develop project milestones and facilitates development and testing progress against milestones.

* Collaborate with other IT product managers across different BUs in developing new features and ensuring appropriate support.

* Manage more stable, mature products and/or applications; limited business criticality; routines processing applications; rare cross-product projects.

* Manage and develop a team of application architects and systems analysts.

* Serve as IT liaison for external vendor partnerships.

Required Job Qualifications:

* Bachelor Degree and 5 years Information Technology experience.

* Extensive management experience.

* Experience or knowledge in cloud computing (SaaS / PaaS).

* Experience or knowledge in DevOps and/or continuous deployment and/or integration process and tools (Bamboo, jenkins, RallyDev, Jira).

* Experience or knowledge in integration Management Process.

* Experience or knowledge in iterative, agile and/or scrum development.

* Experience or knowledge of product-specific application architecture.

* Experience or knowledge in solution architecture.

* Ability to tie together solutions across systems.

* Application domain knowledge.

* Leadership -- Effectively leads teams & people.

* Problem solving / analytical thinking.

* Teamwork and collaboration.

Preferred Job Qualifications:

* Computer Science/Engineering foundation including at least 3+ years of experience in a software engineering role, and knowledge to deliver across development life cycles and production support of various multi-tier applications ecosystem.

* Seasoned IT manager with 3+ years of experience managing technology projects (software development and application infrastructure) with aggressive schedules.

* Experience in defining & aggregating IT application or ecosystem health metrics to drive continuous operational improvements.

* Experience with health care or in particular Medicaid/Medicare line of business IT implementations.

* Excellent written and verbal communication skills.

* Experience in managing the business and technical partnerships.

* Experience with agile or other program management methodologies.

* Preferred candidate understands Healthcare model end to end.

* Preferred candidate has experience working on Medicare/Medicaid plans.
