SUMMARY OF DUTIES:

The Senior Manager of Equipment Maintenance Planner, through the application of electrical and/or mechanical expertise, increases rolling stock equipment availability and reliability by implementing more effective inspection, preventive and corrective maintenance programs and predictive maintenance analysis programs. Additionally, incumbent monitors bad actor equipment and institute predictive maintenance analysis on Rolling Stock Equipment. Work hand in hand in Rolling Stock Engineering on equipment related problems. Modifications, and campaigns.

ESSENTIAL FUNCTIONS:

  • Provides oversight for equipment inspection, maintenance, modification, enhancement, and repair programs and provides diagnostic and troubleshooting expertise in order to increase equipment availability and reliability.
  • Performs ad hoc analysis to improve material consumption, accountability and reporting. Collaborates with various departments to enhance production and efficiencies.
  • Generates and analyzes results against key performance goals, operating ratios and production schedules, as well as other data to assess performance results, operating results, and production schedules.
  • Develops, monitors and reports on planned maintenance performance within the maintenance facility in the division.
  • Develops, implements and maintains an ongoing communication plan for the facility operations to enhance end users awareness and functionality concerning technical specifications, equipment maintenance policies and procedures, safety issues, material issues, mechanical issues, etc.
  • Develops, tracks, and monitors maintenance, campaigns, modification and enhancement of rolling stock equipment in accordance with all Amtrak and regulatory requirements.
  • Perform as liaison between RSE, Contractors, Process Engineering, Quality Assurance, local management to ensure common strategic goals are accomplished as well as provide technical feedback from managers and contractors.
  • Track and provide reports detailing the execution of all work orders for rolling stock equipment including planned, corrective, preventive maintenance and modification completion. Equipment failure repeater tracking and close out.
  • Reviews daily reports to ensure all inspection and work order results are properly recorded in WMS with attention to conditions found, performance measurements taken/recorded, symptoms noted, and inspections completed and/or deferred. Relays information as required.
  • Monitors availability and reliability metrics and promptly evaluates problem areas and recommends solutions to Senior Director.
  • Initiates and supports root cause analysis for troubled systems.
  • Provides oversight and direction on Food and Drug Administration regulatory policies and the associated internal equipment cleaning standards established by Amtrak’s Mechanical and Public Health Departments.
  • Participates with Public Health inspectors relating to equipment standards and monitors performance results for future maintenance initiatives.
  • Participates with Environmental inspectors relating to equipment standards and monitors performance results for future maintenance initiatives.
  • Demonstrated knowledge and experience related to safety program methodology and its application.

MINIMUM QUALIFICATIONS:

  • Nine or more years of relative work experience.
  • 13 or more years of relative work experience without Bachelor’s degree.
  • Demonstrated experience developing and managing maintenance programs.
  • Demonstrated engineering experience working on machinery in an industrial, marine, railroad, or plant environment.
  • Demonstrated leadership/management experience.
  • Demonstrated experience managing complex programs in a high-paced operating environment.
  • Knowledge of accepted industry quality standards and regulatory requirements.
  • Demonstrated knowledge and experience related to safety program methodology and its application.
  • Incumbent must have strong decision-making, problem solving skills, and oral and written skills
  • Demonstrated leadership and management skills with a proven ability to motivate others; effective writing, presentation, meeting, and interview facilitation skills; interpersonal communication; time management; and conflict resolution and investigation skills
  • Demonstrated skill set to handle multiple priorities and make effective decisions in a quick-paced environment.
  • Maintain high level of confidentiality
  • Manage time effectively in order to respond to customers quickly and accurately.
  • Demonstrated skills using PC-based spreadsheet (Microsoft Excel, Access); Microsoft Word, PowerPoint, WMS

PREFERRED QUALIFICATIONS:

  • Knowledge of FRA, FDA, AAR, ADA, EPA, and OSHA Standards and Regulations.
  • Demonstrated supervisory experience in an operating environment.
  • Demonstrated experience in diagnosing and troubleshooting electrical and/or mechanical systems
  • Demonstrated experience and/or working knowledge of the contractual aspect of equipment maintenance.
  • Solid leadership and decision making skills.
  • Demonstrated problem solving and analytical skills.
  • Ability to effectively interface with all levels of management including executives providing analysis results and suggestions for change.
  • PC skills including word processing, spreadsheets, presentation software.

COMMUNICATIONS AND INTERPERSONAL SKILLS:

  • Must have excellent oral and written communication skills.
