Virginia Correctional Enterprises (VCE) is a manufacturing and service agency, located in Chesterfield County, VA that is focused on providing meaningful jobs and work skills for offenders and offering quality goods and services to our customers. We are seeking a detail oriented, highly motivated HR professional to join our team and help support the employee needs and strategic objectives of the enterprise. This position is a critical component to the Human Resources unit as it coordinates all HR functions to include, but not limited to: benefits administration, FMLA, VSDP, recruitment and selection, new employee orientation, onboarding, off-boarding, worker's compensation, unemployment, and performance management. This positions oversees the maintenance of employee records and processing of personnel transactions. Oversees HR Employment services for all staff from hire to separation and maintains compliance with DOC HR Policy and Procedure and Benefits program. This position also serves as a subject matter expert on state and federal HR policies and procedures and advises all staff in interpretation and application of policies. Manages and oversees the HR document retention and archive initiatives for digital and print HR data files in compliance with best practices and Commonwealth of Virginia (COVA) document retention requirements. Assists with the data collection and reconciliation of HR information for metrics and reporting. Ensures HR information is accurately and appropriately disseminated.
High School Diploma or equivalent. Valid Driver's License. Substantial proficiency in the use of Microsoft Office to include Word and Excel. Substantial Commonwealth of Virginia (COVA) HR experience in performing a variety of HR functions to include personnel transactions and automated systems such as: Personnel Management Information System (PMIS), Benefits Eligibility System (BES) and Time Attendance and Leave (TAL). Substantial experience placing RMS job postings, screening applications, and document conversion management. Some experience and knowledge of the Virginia Retirement System (VRS), Worker's Compensation, Family Medical Leave Act (FMLA) and the Virginia Sickness and Disability Program (VSDP). Some experience providing excellent customer service in a fast-paced environment. Ability to communicate effectively, both orally and in writing, with all levels of employees. Must become certified to operate the Virginia Criminal Information Network (VCIN) and the National Crime Information Center (NCIC) within 6 months of hire.
CP, PHR, SCP, SPHR or other HR certification is preferred. Some experience in a role demanding effective interpersonal, writing, process improvement, or problem solving skills is preferred. Some experience in human resource development and management is preferred. Some experience working in state government.
