Summary

This position is located in the Bureau of the Comptroller and Global Financial Services, Executive Office (CGFS/EX).

The incumbent performs the full range of contract administration responsibilities including incremental funding, preparation of rate and cost adjustments, redirection of effort, coordination of time extensions, incorporation of change orders.

If eligible, applicants to this announcement may be referred to other positions in other Bureaus/Offices in the Department.

Responsibilities

  • Identifies and resolves specification problems, determines specific contract and language clauses, evaluate bids or offers submitted, and participates in developing the negotiation strategies.
  • Performs the full range of contract administration responsibilities including incremental funding, preparation of rates and cost adjustments, redirection of efforts, coordination of time extensions, and issue responses to situations and or problems.
  • Assesses the impact of socioeconomic considerations on the procurement action, and responsible for developing and recommending new sources based upon project needs of the Government and industry analysis.
  • Manages and oversees projects in support of customer requirements. Recommends project priorities and deadlines, and ensures relevant Bureau organizations are appraised of task performance and problems.

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Secret security clearance.
  • Statement of Employment & Financial Interest required prior to appointment.
  • One year probationary period, unless excepted by regulation.
  • Incumbent will be subject to random drug testing.
  • Verification of employment eligibility in the United States is required.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.

If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-12 grade level must meet one of the following requirements to qualify for this position:

  • Have 1 full year of specialized experience equivalent to at least the GS-11 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position AND completed a 4-year course of study leading to a bachelor's degree with a major in any field from an accredited college or university.

Qualifying specialized experience must demonstrate the following:

  • Experience with federal and agency contracting and procurement laws, regulations, case precedents, related authorities and principles, and contract types and requirements encompassing the full contracting lifecycle.
  • Experience with contract types, methods, and techniques, including cost and incentive contracting, award fee, cost sharing arrangements, processing of unsolicited proposals, multiple awards, and special provisions relating to proprietary rights and rights in data in order in order to uses various vehicles based on requirements, schedules and available contractor base.
  • Experience with project management principles and developing controls to ensure projects are accomplished timely, within funding constraints and in compliance with relevant contractual, legal, and or policy requirements.

OR

  • Have occupied your position, which is classified in the GS-1102 series, since January 1, 2000 AND have one full year of specialized experience equivalent to the GS-11 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience.

OR

  • Have 1 full year of specialized experience equivalent to at least the GS-11 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND completed 24 semester hours of “undergraduate“ study in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

  • Have 1 full year of specialized experience equivalent to at least the GS-11 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND completed 24 semester hours of “graduate“ level education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
