NRO Acquisition Technical Assistance

Position Description

This position primarily focuses on supporting the NRO front office in shepherding NRO programs through all aspects of the Acquisition Strategy Council (ASC). The ASC provides an opportunity early in the acquisition planning process for the Director NRO and the NRO senior leadership to assess the acquisition strategy and provide strategic guidance. The NRO Acquisition Technical Assistance position works with the program offices to ensure they are successful when they come to the ASC. It is a tremendous opportunity for insight into programs across the spectrum of the NRO portfolio.

Duties include

Conducting pre-ASC meetings with NRO programs to review content of ASC charts, provide feedback and answer questions regarding the ASC process

Providing an assessment to the NRO front office on a program’s readiness to meet the ASC requirements

Providing an assessment on the program’s suitability to conduct the ASC virtually (as opposed to in-person)

Writing and coordinating compliant, technically accurate decision memos for DNRO’s signature in a timely and professional manner; tracking action items to closure from the ASC

Reviewing, updating and/or presenting the ACE 230 course module, “ASC Overview”

Reviewing and/or updating the NRO instruction that governs the ASC process on a bi-yearly basis or as needed

Candidates are expected to professionally interact with NRO executives and senior leaders in person and in writing. Candidates must be comfortable working with and protecting source selection sensitive information.

Education: The candidate must possess a Bachelor’s Degree in a technical field, preferably engineering.

Experience: The ideal candidate has a minimum of eleven (11) years or more experience in DNI or DoD Acquisition Management of major systems. Past experience with cross-tower coordination at the NRO headquarters is desired as well as a proven record of expertly interacting with colleagues to resolve problems or seek consensus. Technical experience with satellite and/or ground systems is preferred.

Security Requirements: Active TS/SCI security clearance required; must be eligible for SCI.
