Area Engineer II

Oversees an Area Office in the Laredo District and is responsible for all area office operations. Interprets, organizes, plans, schedules, executes and coordinates major technical engineering assignments; manages construction and maintenance activities, performs engineering design work, calculates costs and conducts various studies for an area office. Manages professional, technical, clerical employees and supervisors. Reports to the District Engineer. Work requires extensive contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Duties

The essential duties for this job include:

* Drives to approve and inspects driveway, utility and drainage fill permits, and monitors removal of illegal signs.

* Monitors signing, pavement marking and striping to ensure compliance with standards.

* Oversees construction operations in the area office to include review of shop drawings, compliance with regulations, approval of letting advertising and conducting pre-construction meetings and public hearings.

* Oversees Design Section operations in the area office.

* Oversees inspection of construction projects and temporary traffic control.

* Oversees operations of the maintenance sections to include planning and budgeting work with maintenance supervisors and district staff.

* Oversees utility relocation/adjustment inspection.

* Oversees, coordinates and monitors contractors' compliance with plans and specifications; authorizes payment of estimates; resolves differences, disputes and claims; plans preparation and approval of expenditures.

* Oversees, plans and executes emergency procedures, preparedness and response for a geographic area; as required responds to office/incident location to direct/oversee activities for emergency situations/conditions.

* Represents the Department to the public; answers inquiries from governmental officials, makes media presentations, speaks at public functions and participates in other civic endeavors.

Education

This job requires the following:

* Bachelor's Degree in an Engineering related discipline

Work Experience

This job requires the following:

* 7 years in Transportation engineering including 4 years as a Licensed Professional Engineer (LPE)

* (Experience can be satisfied by fulltime or prorated parttime equivalent)

* Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.

* Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications

The following Licenses and/or Certifications are required for this job:

* Licensed Prof Engineer

* Safety Impact Certificate

Safety Impact certifications are not required at the time of application. As required, the Safety Impact, Commercial Driver and/or Vessel Crewmember certification(s) will be issued by TxDOT at the time of hire.

Other Conditions:

* Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the Texas Board Of Professional Engineers within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Conditions of Employment

* Must pass a drug test prior to employment for commercial driver, safety sensitive and vessel crewmember positions. Commercial drivers, safety sensitive employees and vessel crewmembers will be subject to additional drug and alcohol testing during employment.

* Required to work weekends and holidays.

* Required to work hours other than 8 to 5.

* Required to work under exposure to inclement weather conditions.

* Required to wear personal protective equipment provided by employer and comply with all safety requirements.

* Successful completion of a criminal background check to include verification of identification and residency, and a national fingerprint-based records check at the employer's expense is required.

* Driver's record check will be conducted by the Department. Satisfactory driving records are required for driving state or personal vehicles and motor driven equipment to conduct agency business.

* Must attend work regularly and observe approved work hours.

* External final applicants for any department position who could potentially be required to drive for the department must pass a drug test prior to employment and will be subject to reasonable cause testing during employment.

* External final male applicants who are 18-25 years of age will be required to furnish proof of registration or exemption from registration with the Selective Service System.

* Successful completion of a post-offer/pre-employment physical exam at the employer's expense is required.
