You will serve as a Legal Administration Specialist (Contact Representative), GS-0901-09 in the Directorate Health Care Business, TRICARE Operations of OIC, HEALTHCARE SUPPORT OFFICE.

* You will act as a Beneficiary Counseling and Assistant Coordinator (BCAC) for the Military Treatment Facility (MTF).

* You will provide specific advice concerning types of eligibility requirements, exclusions of certain diseases or conditions, and coordination of benefits.

* You will conduct interviews so as to be able to evaluate the individuals extent of knowledge of the options, coverage, and qualifying conditions.

* You will provide counseling and coordination of the TRICARE prime travel benefit, ensuring beneficiaries and medical center staff are fully aware of the rights and responsibilities of the patient and any non-medical attendant during medical travel.

* You will serve as point of contact for all health benefits programs available for active duty and retired members and their dependents.

* You will use and collaborate with the Information Management Department and validate corrections in (CHCS), (DEERS), (DOES), (HCDP), (AHLTA).

* Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

* Must be able to obtain an interim and/or final Secret security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position.

* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

* Incumbent will be required to receive any command required vaccinations, such as the annual flu shot, which will be provided by the command.


In addition to the Basic Requirements for this position, applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

* Experience providing specialized information, counseling, and assistance to beneficiaries concerning Tricare programs and the Military Health Systems (MHS).

* Experience providing detailed advice on the many and complex benefits available and information concerning exclusions of services which are not authorized.

* Experience using skillful interview techniques, tact, and discretion to elicit sensitive personal information in determining the nature of the problem.

* Experience providing guidance to beneficiaries concerning program requirements for preauthorization and other prerequisites.

* Experience maintaining liaison with Defense Health Agency (DHA) and related agencies.

* Experience using the Composite Health Care System (CHCS), Defense Enrollment Eligibility Reporting System (DEERS), Defense Online Enrollment System (DOES), Health Care Deliver Programs (HCDP), and the Armed Forces Longitudinal Application (AHLTA).

* Experience advising beneficiaries on TRICARE benefits, rules, and restrictions to maximize patient care which includes TRICARE Prime Travel benefits.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicant have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree

or LL.B. or MHA, if related.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.
