Description

General Statement of Duties

Performs a variety of plan reviews and inspections on buildings under construction pertaining to adopted codes, laws, and regulations, and ensuring new and existing construction complies with related electrical codes, building codes, and local ordinances.

Distinguishing Features of the Class

Under general supervision, performs plan reviews and inspections of residential, commercial, institutional and industrial construction projects in the City-County to look for conditions that might constitute safety hazards for the public and to inspect materials and methods used for compliance with specifications, approved standards of construction and City-County building, electrical, plumbing and mechanical codes.

The work is performed under the general direction and supervision of the Planning Director but considerable leeway is granted for the exercise of independent judgement and initiative.

The nature of the work performed requires that an employee in this class establish and maintain close cooperative working relationships with contractors and business owners, the Building Official, City/County personnel, and the general public.

Duties/Responsibilities

Examples of Essential Work (Illustrative Only)

* Examines, reviews, approves, disapproves and suggests modifications in plans and specifications for building, electrical, plumbing and mechanical codes construction, alteration and repairs;

* Performs on-site inspections to ensure possession of proper permits, licenses, and to ensure compliance with appropriate codes and apprentice ratios;

* Reviews materials used and construction procedures for adherence to specifications or accepted standards;

* Receives complaints of violations involving code, licensing and apprentice ratios and investigates or refers complaint to appropriate persons for response and/or files complaint with appropriate governmental agency;

* Issues permits;

* Attends meetings, conferences and workshops as requested and authorized;

* Performs related work as required.

Qualifications

Required Knowledge, Skills and Abilities

* Knowledge of the National Electrical Code and the Butte-Silver Bow Municipal Code;

* Comprehensive knowledge of the principles, practices and materials related to residential, commercial, institutional and industrial construction projects;

* Comprehensive knowledge of the principles and practices of construction codes enforcement;

* Knowledge of electrical, building, plumbing and mechanical codes used and enforced by the City-County;

* Ability to perform inspections for compliance with all adopted codes and Ordinances;

* Skill in reviewing, understanding and working from construction plans, blueprints, drawings and diagrams;

* Ability to communicate well with others both orally and in writing, using both technical and non-technical language;

* Ability to establish and maintain effective working relationships with other City-County employees and supervisory personnel, as well as with real estate developers, contractors, architects, engineers, property owners and the general public;

* Ability to prepare accurate and reliable reports containing findings, conclusions and recommendations;

* Ability to operate personal computers, tablets, PDA's and various database applications appropriate to assigned duties, including but not limited to the use of GIS-based applications, Outlook, Powerpoint, Excel spreadsheets, mapping, and GPS devices;

* Ability to manage numerous tasks with frequent interruptions.

* Comprehensive knowledge of City-County and other electrical codes adopted by the City-County;

* Thorough knowledge of the methods and practices involving in constructing, installing, maintaining and operating a wide variety of electrical installations, equipment and appliances;

* Thorough knowledge of possible defects and faults in electrical wiring and appliances and of standard testing devices and effective corrective measures;

* Ability to detect and locate defective electrical wiring during construction or installation when defects are most easily found and remedied;

* Ability to prepare accurate and reliable reports containing findings, conclusions and recommendations;

* Ability to operate a personal computer using standard word processing, spreadsheet and database applications appropriate to assigned duties;

* Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;

* Ability to perform a wide variety of electrical inspection tasks with accuracy and speed under the pressure of time-sensitive deadlines;

* Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;

* Ingenuity and inventiveness in the performance of assigned tasks.

Acceptable Experience and Training

* Graduation from High School, supplemented by additional training in electricity and electrical inspections; and

* Considerable experience as a journey-level electrician, preferably including work on a wide variety of construction and installation projects; or

* Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Required Special Qualifications

* Possession of a current electrical license;

* Completion of continuing electrical education as required;

* Possession of a valid Driver's License issued by the State of Montana.

* Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance. See below.

"2.08.010 Residence during employment.

From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow.

Essential Physical Abilities

* Clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to communicate well with building and zoning inspection personnel, other City-County personnel, property and business owners, real estate developers, contractors, architects, engineers and the general public both in person and by telephone;

* Sufficient vision, with or without reasonable accommodation, which permits the employee to make comprehensive visual inspections of construction projects, review a wide variety of written and drawn materials and observe electrical installations and corrective measures;

* Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to physically inspect construction projects for compliance with electrical codes;

* Sufficient personal mobility, with or without reasonable accommodation, which permits the employee to operate a motor vehicle and visit and inspect construction projects throughout the City-County in all forms of weather.

Additional Information

* Performs all duties and work assignments in a safe, healthy and environmentally sound manner. Specifically, complying with the Health and Safety Program; maintaining work areas in a safe and orderly manner; identifying and reporting unsafe conditions; reporting all accidents; wearing required personal protective equipment and attending safety-related meetings, training sessions, fit testing, etc.

* Performs all duties and work assignments in compliance with project quality requirements.

* Acts responsibly and ethically, and in conformance with generally accepted business, occupational and professional standards.
