Job Summary:

This position is responsible for driving complex credits included in the commercial construction loan monitoring program which includes monitoring each project's construction progress, costs and requisitions for loan advance payments as projects progress through construction stages to completion. This position also produces quarterly Risk Management reports.

Principal Responsibilities:

Prior to loan transfers to the department, reviews project plans and specifications in conjunction with the inspecting engineer reports. Reviews construction budgets, AIA documents, construction contracts, site plans and zoning, and adequacy of borrower's insurance; sets up loan tracking spreadsheets for future disbursements.

Maintains a portfolio of assigned construction loans of medium to high complexity, including but not limited to Participation Loans in which PUB is the "Agent" Bank. Regularly inspects construction sites and meets with the project team and inspecting engineers to evaluate the work completed against the project plan and budget. Identifies any possible problems with the project or borrower ("Red Flags") or out of balance situations, and alerts the Construction Loan Manager and LOB as appropriate.

Works with the Construction Loan Manager and LOB to engage engineers/consultants to perform construction inspections; reviews inspection reports to confirm progress of construction to support requisitions for loan advance payments. Reviews and approves construction loan advances in conjunction with the RM after reviewing inspection reports, ensuring adequate insurance is in place, and performing independent tracking.

Assists in training junior members of the Construction Monitoring Team. Responsible for the thoroughness and accuracy of the Quarterly Construction Loan Report for loans within assigned portfolio.

Produces various quarterly Risk Management reports, including Retail Concentration, Criticized Assets, and Supervisory.

Actively participates in the Quarterly Construction Loan Meeting.

Adheres to compliance procedures and internal/operational risk controls in accordance with any and all applicable regulatory standards, requirements, and policies.

Job Requirements

Education/Experience Requirements:

College degree or equivalent work experience required.

5-10 years' experience in construction monitoring, commercial real estate and/or construction lending.

Behavioral/Technical Skills:

Advanced Knowledge of commercial loan documentation.

Excellent analytical ability. .

Superior knowledge of legalities, regulatory constraints and construction loan administration policies and procedures.

Superior knowledge of construction practices.

Excellent PC skills. Knowledge of Microsoft Office, including Word, Excel, PowerPoint. Extensive knowledge of complex excel spreadsheets a must.

Excellent verbal and written communication skills with ability to communicate effectively with internal and external customers.

Excellent interpersonal skills.

Ability to interact independently with Bank engineers/ consultants and Borrower/Project Managers on high profile accounts.

Conversant with local market dynamics to understand market conditions. Ability to discern from available data building trends within the local market.
