Job Summary:

This position is responsible for leading the expansion of the Working Cities Challenge, a key initiative of the Federal Reserve Bank of Boston, to the states of VT and NH (to be known as the Working Communities Challenge). The Working Cities Challenge focuses on building cross-sector collaboration and leadership in small- and mid-size cities to improve economic and well-being outcomes for low and moderate income people, and shares much in common with collective impact approaches. The expansion will include substantially adapting our model to be effective in rural settings, and building the institution's connection to and understanding of economic and community development in small towns and rural areas in the Northern New England States.

This position will work with key leaders in the State, philanthropic and private sectors to design and implement the Challenge in Vermont and New Hampshire. Implementation will include extensive outreach to organizations engaged in community and economic development, including non-profits, municipalities, private sector organizations, community leaders through the application process, adapting and implementing the selection process and support to winning communities with coaching, technical assistance and capacity building. The Challenge supports communities in creating systems change and results on the ground with a focus on collaborative leadership, community engagement, data and learning orientation.

Position will also include administering Fed oversight, contract, legal, audit and other compliance functions. This position may participate in other efforts of the Regional & Community Outreach department as they relate to strengthening communities in the Northern States, particularly rural communities.

The position is situated in the FRBB's Regional and Community Outreach department which serves as the community development arm of the FRBB. We are a dynamic and supportive unit pursuing working with financial institutions, community-based organizations, policymakers, and others with an interest in supporting the economic strength of low- and moderate-income (LMI) people and communities in New England.

Principal Accountabilities:

Job responsibilities include coordinating the development and implementation of all facets of the Working Communities Challenge, in concert with senior Fed staff, and consultants, including:

* Creating and formalizing relationships with key partners for the Challenge, including funding partners, research partners and others, and staffing a cross sector Steering Committee,

* Designing and implementing application and selection processes for the Challenge in VT and NH with key partners and steering committee, including:

o Determining criteria for selecting eligible communities

o Adapt the model so that smaller communities, towns and regions may effectively participate

* Designing and implementing the 3-year capacity building effort for winning communities in coordination with consultants,

* Directly supporting the success of winning teams, ongoing monitoring, communication and provision of technical assistance and resources;

* Contract management and programmatic oversight, including fiscal monitoring and compliance

* Build stakeholder support for Working Communities approach, collaboration and change for low and moderate income city residents

* Assess team progress, identify, suggest and implement key interventions to support winning teams, including connecting teams with technical assistance resources.

* Identify and pursue opportunities to align funding, policy and resource support. Develop and maintain relationships with key community development leaders through meetings, participation in regional events, and correspondence.

* Ensuring the ongoing success of the Challenge by maintaining communication and good relations with key partners,

* Assisting in implementation of professional evaluation efforts;

* Working with communications staff and senior Fed leadership to ensure the Northern States effort is understood by press and public

* Serve as ambassador for the effort, including substantial public speaking on model, goals and progress.

Other Accountabilities:

Work responsibilities will be conducted largely in Boston and Vermont or New Hampshire. This position requires travel around New England and, occasionally, outside the region. Perform other duties as assigned.


This position may be required to directly supervise others.

Knowledge and Experience:

* Understanding of municipal and community development systems in VT and NH.

* Strong relationships with VT/NH public, philanthropic, community development and municipal leaders.

* Demonstrated interest in and understanding of VT/NH communities, with an emphasis on struggling communities, smaller towns and small- to mid-size cities.

* Experience with capacity building, training and/or coaching around collaborative leadership, community engagement, data for learning and systems change in the context of community change and collective impact efforts.

* Commitment to promoting the economic opportunities of underserved populations.

* Excellent relationship- and coalition-building skills, including the ability to relate to diverse audiences professionally and tactfully.

* Experience leading cross-sector collaboration is a plus, but not required.

* Good group facilitation skills.

* Ability to manage multiple projects, both in a team environment and independently, with minimal supervision.

* Excellent writing and speaking skills and ability to represent the Boston Fed to local and national groups.

* Strong analytical skills required. Interest in research a plus, but not required.

* Experience with evaluation is a plus.

* Strong working knowledge of Microsoft Word, Excel, ability to quickly learn new systems.

The above knowledge, skills, and abilities may be demonstrated by a bachelor's degree and a minimum of five to ten years of job-related experience, or a master's degree and a minimum of five years working experience.

All employees assigned to this position will be subject to FBI fingerprint/ criminal background and Patriot Act/ Office of Foreign Assets Control (OFAC) watch list checks at least once every five years.
