HSE Specialist/Engineer

Provides HES technical support to the site and manages environmental and regulatory compliance programs. Ensures compliance with all applicable federal, state, municipal governmental regulations and company environmental policies. Minimizes and manages environmental costs and impacts while complying with all applicable regulations. Serves as champion for environmental awareness within the facility, community, and at corporate level. Participates in regulatory permit negotiations for new permits and/or amendments to existing permits. Manages and analyzes laboratory data to determine daily, weekly, and monthly constituent loading on the wastewater treatment facility (SBR) and develop trends on system performance. Coordinate with corporate and/or outside consultants to implement actions to eliminate SBR operational issues. Provides technical guidance in troubleshooting wastewater and ensure positive image of companys operations and/or engineering changes to optimize the process. Completes all environmental regulatory reports on time and accurately: SARA 312 (TIER II), SARA 313 (TRI), Pollution Prevention Progress Report, Monthly Discharge Monitoring Report (DMR) state/municipal government, state storm water reporting, Quarterly/Semi-annual Air Reporting, Hazardous Waste License. Conducts storm water inspections and corrects systemic deficiencies, communicate to HES Manager and plant. Implements and/or Managers waste minimization programs(s) and communicate to plant. Manages the site remediation well operations and remediation work/projects. Implements and manages completion of action items from various Environmental Audits. Serves as primary environmental coordinator in emergency responses exceeding and/or releases. Serves as primary contact for EPA/MPCA regulatory inspections and corporate environmental audits. Conducts annual training on Hazardous Waste and Storm Water Pollution Prevention management, SPCC. Acts as primary backup to the HES Manager in all matters involving loss control. Conducts and lead facility Process Hazard Analysis. Implements/audits work permits, MOCs, procedures, contractor safety evaluations and other safety initiatives. Conduct incident investigations and implement corrective actions for environmental related incidents; review/approve all incidents for closure in IMPACT. Supports in preparation of and maintaining of numerous HES standard procedures. Keeps current with environmental and safety regulations to provide interpretation and guidance to site. Supports Loss Control Policy, AIMS, ISO 9001 and OHSAS 18001 management systems, 14001 management representative. Supports the site HES policy and complies with all regulatory and internal requirements. Participates in HES activities provided by site management. (e.g., Behavioral Base Safety, SafeStart, etc. Supports and promotes the reporting of all health, safety, environmental, near-miss, accident or injury incidents. Improves/maintains communications with community and ensure positive image of companys operations.

Requirements:
B.S. in Environmental Science or related field (Biology, Chemistry, Safety. Exp.in environmental/safety in manufacturing. Knowledge of Federal/State/Local environmental and safety req. in all medias. In-depth knowledge and experience with major compliance or technical environmental control area in at least one media (air, water, and/or waste. Good knowledge of PSM of Highly Hazardous Chemicals regulation 29 CFR 1910.119 (OSHA), Hazardous Waste Operations and Emergency Response regulation 29 CFR 1910.120 (OSHA), EPA 40 CFR, and DOT 49 CFR. Strong knowledge of MS Office; SAP preferred.
