THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a SUPERVISORY ACCOUNTANT, Position Description Number T5140000 and is part of the ND USPFO, National Guard.

Responsibilities

As a Supervisor Accountant you will: Exercise supervisory personnel management responsibilities. Advise and provide counsel to employees regarding policies, procedures, and directives of management. Serve as the technical expert for governmental accounting principles, policy, concepts and management. Advise and train program managers and staff regarding changing accounting operations. Analyze accounting systems. Develop and implement on-site adaptations to the accounting system to allow more effective interface with other automated systems.

* Federal employment suitability as determined by a background investigation.

* As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0510 position, the employee must complete all Financial Management Program education and training.

* Must meet the DoD directed civilian financial management certifications for the Accounting Program position within two years of initial hire date or promotion appointment date.

* Must complete the requisite quantity of CETs every two years to sustain the achieved certification level.

* must complete all required Financial Management Certification continuing education and training hours; and, the employee, along with his or her applicable supervisor, must document and manage the employee?s Individual Development Plan.

* Employee is subject to adverse actions, when he/she fails to obtain the required Financial Management Certification and education requirements for the GS-0510 graded Accounting Program position.

Qualifications

DEGREE: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law.

OR

Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in paragraph one (subject: Degree), provided that:

(a) The applicant successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining;

(b) A panel of at least two higher level professional accountants or auditors determined that the applicant demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and advancement levels that are normally associated with successful completion of the four-year course of study degree, as described above in Paragraph One; and,

(c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

SPECIALIZED EXPERIENCE: Must possess at least 24 months of broadening finance, accounting or audit program experiences in leading, planning and scheduling program work in a manner that promotes smooth flow and even distribution of assigning work requirements. Experiences included training and guiding employees on various finance programs and assigning tasks. Experiences involved accounting program assignments, balancing finance program work requirements, compliance with specific finance program policies, and providing advice, mentoring, and directions on a wide variety career development options. Professional experiences in addressing specific employee performance issues, structuring assignments that created effective and efficient performance results with measured and improved task processes, improved training applications for career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies.

Quality of Experience - Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.
