Road Supervisor
The Position: Under the supervision of the Transportation Manager, the Road Supervisor will be responsible to supervise all activities, operations, and personnel issues as well as monitoring street operations of the transportation team of drivers assigned to each center.
DUTIES AND RESPONSIBILITIES:
- Supervise Lead Driver and staff of drivers assigned to each CEI location.
- Schedule and approve all driver requested schedule changes and time off. Communicate schedule to Transportation Manager.
- Review and approve timecards of all drivers daily in ADP.
- Conduct road observations of drivers according to protocols. Document findings accordingly and provide necessary reports to Transportation Manager, and/or Transportation Director..
- Supervises driver performance of regular maintenance of the vehicle: Cleans daily; completes daily maintenance check list; ensures that vehicle operates effectively with good brakes, lights, and other equipment necessary for safe operation; checks gas, oil and tires on a daily basis.
- Ensure that all drivers are daily fit for duty, meet uniform and equipment standards and are in possession of proper licensing and certifications.
- Monitor driver operations for on-time performance and schedule and route adherence in collaboration with Dispatch team. Ensure drivers are utilizing routing and software assigned routes as designed and appropriately logging arrival and departure times at destinations.
- Solicit feedback on routes from drivers to address efficiencies and communicate issues with the Lead Dispatcher and Transportation Manager.
- Respond to accidents and incidents assisting to manage the situation as well as collecting all required information.
- Conduct gate checks at pull-out and/or pull-in times ensuring drivers conduct proper completion of necessary paperwork including manifests and pre- and post-day vehicle inspections.
- Identify potential rerouting because of traffic, construction or accident situations.
- Assist drivers with service or participant problems.
- Assist Dispatch and Transportation Fleet and Training Coordinator with vehicle change outs that occur in the field along with recording mileage. Provide feedback to the Transportation Fleet and Training Coordinator on vehicle service items that affect safety and performance, identify potential safety hazards and provide feedback to be incorporated into safety procedures. Assist with delivery of vehicles to service repair vendors as needed.
- Assist in determination of preventability of accidents and incidents and make recommendations for future training based on individual events or on operational trends.
- Ensure driver development including confirming completion of all training, and coordinating with the Transportation Fleet and Training Coordinator on the need for ongoing training including ensuring attendance at safety meetings.
- Coordinate the scheduling of driver random drug testing in collaboration with Transportation Fleet and Training Coordinator.
- Monitor vehicle on board cameras and address and document violations or alerts with the driver. Collaborate with Transportation Fleet and Training Coordinator on identified needed training.
- Receive, document, investigate and resolve complaints regarding service. Inform Transportation Manager and/or Director of any complaints for tracking and further investigation of issues.
- Document, investigate and counsel drivers regarding personnel issues, following CEI’s policy of progressive discipline. Report any personnel issues to Transportation Manager and Director.
- Collaborate with Transportation Manager and Director on staff annual evaluations.
- Recommend department policy and procedure changes to Transportation Manager and Director as needed.
- Be able to handle all duties of a driver and acts as relief/back-up driver for department when department is short staffed by safely operating company vehicles to transport participants to and from their homes, CEI sites, off-site medical appointments, and/or activity outings.
- Observes all traffic laws and is conscientious and respectful to pedestrians and other drivers.
- Provides physical assistance and monitoring to participants from the pickup or drop-off location to the vehicle and as they get on and off the van, lifting as necessary. May be instructed to go into participants’ homes.
- Report any special situation in participants’ homes, or while on the road, to the Center Director and Transportation Manager and/or Dispatch team including changes in participants’ behavior or appearance that may indicate an alteration in medical condition.
- Provide other transportation as directed including company mail or supply delivery.
- Handle potentially infectious specimens with appropriate biohazard precautions, and practices Universal Precautions.
- Accurately completes, and turns in, daily route sheets and other paperwork in a timely manner.
- Maintain courteous, respectful attitude towards participants and their families.
- Maintain cooperative, professional work relationship with other members of CEI Interdisciplinary team.
- Act as a liaison between the transportation department and center staff for related updates and answers.
- Attend CEI center IDT team and care planning meetings as a recognized team member according to CEI policies and CMS regulations
- Participate in departmental and CEI meetings as directed.
- Participate in the CEI quality assurance/performance improvement program (QAPI) as assigned.
- Maintain the confidentiality of all company procedures, results and information about participants, clients or families.
- Follow all CEI Policies and Procedures, OSHA safety guidelines.
- Comply with all CEI training requirements. Maintains professional affiliations and any required certifications.
- Maintain safe working environment by following CEI’s safety polices and procedures and participates in CEI’s safety committee if requested.
- Possess working knowledge of CEI’s Controlled Substance and Alcohol Testing Certification program.
- Maintain a courteous, helpful and professional attitude on the job. Displays a willingness and ability to be responsive in a warm and caring to all customer groups.
- Consistently cooperates and supports organization in problem solving issues. Ensures customer satisfaction by understanding and applying the Customer Service Policy, Procedure and Standards.
- Perform other duties as required or requested in a positive and helpful manner.
QUALIFICATIONS:
- High school diploma or equivalent.
- Minimum 5 years driving experience transporting elderly or disabled
- 1-2 years previous supervisory experience in the transportation industry required
- Clean DMV report. Valid CA class B driver’s license with passengers’ endorsement. Ability to operate a large van with patience and skill.
- Basic English proficiency. Ability to communicate clearly and effectively, both written and verbal
- Ability to effectively write correspondence, reports, and procedures
- Ability to problem solving including investigating workplace performance of assigned Drivers (Group) and suggest corrective actions including detailed Performance improvement plans and progressive disciplinary written warnings.
- Knowledge of how to use and maintain positions equipment (e.g. vehicle, lift, tie-downs).
- Knowledge of safety requirements and defensive driving techniques.
- Ability to work independently with minimum supervision.
- Knowledge of Alameda and/or West Contra County areas.
- Must pass, and maintain certification under DOT Regulations.
PHYSICAL DEMANDS AND WORKING CONDITIONS:
- Physical Requirements — Requires full range of body motion including handling and lifting patients, manual and finger dexterity and eye-hand coordination. Requires standing, walking, pushing, bending, kneeling and reaching at arm’s length and overhead in clinic, rehab department and in community for prolonged periods of time. Must be able to transfer participants needing maximum assist of one. Requires the ability to lift/carry up to 50 pounds and push or pull objects exceeding 150 pounds, using appropriate body mechanics.
- Visual, Hearing and Communication Requirements — requires corrected vision and hearing to normal range. Must be able to communicate verbally with participants their treatment plan, team members and participants caregivers.
- Pressure Factor — requires working under stressful conditions. Working conditions may be noisy and crowded and fluctuating indoor temperatures. Moderate pressure to meet scheduled appointments while dealing with frail and confused participants. Subject to participants that may have the potential for verbal or physical aggression.
- Environmental Conditions — May be exposed to a risk of bodily injury through contact with moving instrumentation, toxic substances, medicinal preparations, bodily fluids, communicable diseases and any other conditions common in a clinic environment. Subject to unpleasant odors.
