Job Summary

The Transportation Department is seeking a Engineering Technician to join the City's Traffic Operations and Maintenance team of highly experienced professionals. Bellevue is recognized for its regional growth and development, and providing safe and efficient transportation systems. We are excited to provide this opportunity for an enthusiastic candidate to join our team and other City staff to provide a safe and accessible transportation system for motorists, pedestrians and cyclists.

This position performs routine technical engineering related work for transportation system design and traffic operations functions. Assists higher level engineering staff in application of principles, methods, and techniques of civil engineering technology.

This position will further respond to customer concerns, interests and requests, while ensuring compliance with codes, regulations, standards, and criteria applicable to maintaining the integrity of transportation facilities within the City's right of way.

Essential Duties and Responsibilities

* Performs routine technical engineering related work for transportation system design and traffic operations functions. Assists higher level engineering staff in application of principles, methods, and techniques of civil engineering technology.

* Provide infrastructure and data management as well as GIS support for the creation of asset and defect records in Maximo.

* Reviews project specifications and assists engineer with plan preparation, acceptance testing, evaluation of field conditions, design changes, and reports.

* Prepares reports detailing tests conducted and results.

* Drafts and calculates field notes to document quantities, alignment, grade, and locations according to project plans or to document monthly and final progress estimates.

* Drafts detailed dimensional drawings such as those needed for transportation projects.

* Calculates dimensions, profile specifications, and quantities of materials such as concrete and asphalt.

* Assists in the preparation of engineering plans and specifications, coordinates required advertising for bids, reviews construction bids, and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants, and the selection criteria.

* Assists in project management for the construction of transportation and traffic control projects.

* Assists in the preparation of street system maps, databases, and comprehensive plans.

* Assists in the maintenance of engineering and infrastructure records.

* Prepares and drafts as-built plans for street, water, sewer, or light systems.

* Collects data used for transportation studies.

* Compiles data, prepares, and maintains databases.

* Prepares reports and documentation used in engineering studies.

* Coordinates sidewalk inspection, maintenance, and enforcement programs.

* Assists in the development of pavement management systems.

* Draws charts for representation of statistical data.

* Uses computer assisted drafting (CAD) equipment and software.

Supervision Received and Exercised:

* Works under the moderate to general supervision of senior engineering technicians, engineers, senior engineer, and engineering manager/s.

* No formal supervisory responsibilities, but may act as lead worker, train new employees, and/or review the work of other staff, including overseeing staff associated with data collection.


* Knowledge of city street network and traffic operations

* Advanced knowledge of ArcGis Desktop Software.

* Understanding of traffic engineering studies, field data collection techniques, and interviewing skills.

* Understanding of principles and practices of the transportation project design process.

* Ability to perform routine work completely, accurately, and consistently.

* Ability to accurately record data and develop simple reports.

* Ability to research policies and procedures and to respond to inquiries for information.

* Knowledge of software programs and databases used by the city for traffic modeling and traffic operations.

* Knowledge of upload procedures for devices used in the field for counts and speed audit purposes and ability to perform data entry as needed.

* Knowledge of the operation of field equipment and ability to perform minor trouble-shooting on equipment.

* Ability to listen and ascertain the needs of customers.

* Ability to find and communicate accurate information concerning process, policies and procedures to customers.

* Ability to respond to customers tactfully and courteously.

* Ability to respond as well as prepare documents for weather emergencies.

Education, Experience, and Other Requirements

* College-level coursework or graduation from an accredited two-year college or university with a degree in drafting, engineering sciences, project management, or related field.

* Two or more years of responsible related experience in drafting and civil engineering technician related work.

* Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

* Flagging certification may be required.

* Must have a valid Washington driver's license. Must have and maintain a good driving record according to Department standards. Proof required at interview.
