Job Summary

Do you have a background in landscape maintenance and construction project management? Are you interested in a career in government? We are looking for a contract administrator in the Parks Department Grounds Division to coordinate and manage landscape maintenance contracts and park renovation projects for parks, civic buildings and city owned utility sites. This would include capital, maintenance, construction projects and professional services including project scoping, bid processing, contract award, contract maintenance and project closeout. As contract administrator, you'll verify, through contracts and on-site inspections, all aspects of projects or services to ensure that all city specifications, requirements, quality, park standards and applicable codes and budgets are being met.

Essential Duties and Responsibilities

* Coordinates the preparation and review of specifications for landscape maintenance contracts

* Monitor and inspect park sites regularly to insure quality and risk management control. This includes: irrigation systems, plant and turf quality and forest management

* Provides project management of CIP, Renovation and operations park improvement projects

* Provides follow-up and detail work to insure orderly and effective project implementation, including the development of forms and procedures

* Coordinates the review and inspection of contractual specifications for compliance with Federal and State requirements.

* Coordinates the completion of assigned tasks with other departments, outside contractors, and consultants, and representatives of government.

* Investigates and defines problem areas, conducts studies and prepares reports recommending solutions or courses of action related to contract administration and/or projects.

* Monitors department operating and project budgets; projects financial needs necessary to provide capital for project requirements.

* May oversee the work of technical and clerical employees engaged in supporting departmental administrative functions.

Supervision Received and Exercised:

* Works under general supervision.

* No formal supervisory responsibilities but may oversee or direct the work of support staff, contractors, and/or volunteers.


Knowledge, Skills, and Abilities:

* Ability to learn City of Bellevue policy and procedures, rules and regulations controlling budgetary, fiscal, and contract procedures of City government.

* Working knowledge of current municipal park maintenance standards and practices including turf management, plant identification, irrigation and arboriculture

* Ability to identify horticultural issues and address solutions through pro-active management of park and facility sites

* Minimum five years' experience in municipal park operations

* Knowledge of pesticide application procedures and requirements as required by WSDA

* Ability to provide central irrigation system control programming with Maxicom and individual stand-along controllers

* Knowledge of the principles and practices of automated information systems, office procedures, and data processing.

* Knowledge of construction and maintenance practices, processes, procedures, methods and materials for facility environments and related support infrastructure.

* Skill in interfacing effectively in a complex and dynamic work environment.

* Skill in good listening and communications.

* Skill in preparing clear and comprehensive technical reports, recommendations, and proposals, verbally and in writing.

* Skill in reading and comprehending technical specifications, laws, and codes as they relate to contract administration.

* Ability to work independently on complex tasks and non-routine matters.

* Ability to communicate verbally and in writing, with contractors, consultants, employees, and other departments.

* Ability to read and understand technical construction documents, plans and blueprints.

* Ability to develop scope, requirements and specifications as it relates to grounds and landscape maintenance, renovation and construction contracts.

Education and Experience:

* College-level course-work or graduation from an accredited two-year or four-year college, technical school or university with a degree in project management, or general emphasis in horticulture and municipal park operations.

* Five or more years of professional related experience in park project management related to assigned functional area.

* Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

* Washington State driver's license.

* Washington State Public Pesticide Applicator license

* Must pass a criminal background prior to hire
