We are looking for Talent Acquisition Specialist to join our team. This person could be based out of either our Baton Rouge, LA or Morrisville, NC office. The Talent Acquisition Specialist must possess a thorough understanding of Full-Lifecyle recruiting in a high paced work environment, preferably with government contracting exposure. Emergency Management recruiting requires us to be prepared with pipelines of candidates at the ready. The selected candidate will actively and proactively attract a quality work force and maintain applicant flow in filling current and future, forecast staffing needs.

Essential Job Functions include:

* Full-life cycle recruiting in our face paced environment.

* Develop and build relationships with hiring managers across the eastern seaboard and gulf coast regions, to understand business and recruiting needs.

* Collaborate with hiring managers throughout the hiring process, assisting and advising them with the development of job requisitions, and recruiting plans.

* Manage surge recruiting needs as well as candidate pipeline development in the Disaster Recovery field.

* Creatively source for qualified candidates.

* Assist with the identification of specific talent pool shortages and help develop strategies to problem-solve short and long-term needs.

* Evaluate applicant resumes, screen applicants, and coordinate applicant interviews.

* Represent IEM, promoting its mission accomplishment of past and present, as well as its culture, to applicants.

* Negotiate with and communicate offers to successful candidates.

* Ensure a positive applicant experience throughout the hiring process.

Skills:

* Must have strong knowledge in all areas of employment recruitment including effective surge recruiting, sourcing methods, pipeline development and competitive compensation practices.

* High level of skill in the following: project management, verbal and written communication, listening, confidentiality, detail-orientation, organization, negotiation, time management.

* Working knowledge of advanced sourcing skills, including Boolean string searches for obscure talent.

* Ability to learn and work in fast-paced, high-volume recruiting environment.

* Ability to manage multiple, concurrent recruiting tasks and prioritize tasks based on competing demands.

* Proficiency in Microsoft Office, including Word, Excel, Outlook, and Access.

* Knowledge of federal and state employment and labor laws and OFCCP and EEO compliance.

* Demonstrated experience with Applicant Tracking Systems, LinkedIn, and various job posting boards.

* Ability to occasionally travel for business.

Qualifications:

* Bachelors degree in human resources or related field required.

* Minimum of 3-4 years of experience in recruiting required.

* Experience with recruiting for government contractor consulting firms preferred.

* Experience in both corporate and agency recruiting a plus.

* Experience developing candidate pipelines across multiple states in the Disaster Recovery field, with specific experience in the recovery grants management area experience highly preferred.

* Working knowledge of employment laws and OFCCP compliance required.
