Office of Fiscal Operations & Federal Support – Education Finance
Job Focus Areas:
The Budget Analyst 1, 2, or 3 position is located in the Office of Fiscal Operations & Federal Support, Division of Education Finance. The Budget Analyst position will be responsible for providing management reporting and analysis of budget, expenditure, and personnel data to assist executive staff in decision-making. This position will perform advanced journeyman level work, specialized budget preparation, review, control, monitoring, evaluation, and analysis, as well as programmatic and administrative review and analysis relative to the budget unites in the State Department of Education (SDE).
The preferred candidate should have state budget, reporting, and analysis work experience. Additionally, the preferred candidate should have experience working with federal grants and experience utilizing states accounting system (LaGov/ISIS). The ideal candidate should be detail oriented and capable of providing assistance of a very technical and complex nature. The incumbent should be proficient in Excel and have experience and knowledge of budgetary procedures and processes.
Two positions are available and located in Baton Rouge, LA. The person(s) hired for this position are expected to regularly report to the Baton Rouge office. This position may be filled as a probationary new hire, promotion of any permanent classified state employee OR promotion of a permanent classified employee of the Department of Education, Special School District, or the Board of Elementary and Secondary Education.

A baccalaureate degree.
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

Monitors and forecasts revenues and expenditures to identify trends and potential funding problems.
Prepares required reports and financial statements which include the compilation and analysis of data.
Proposes alternatives to spending and revisions in authorized budget.
Reviews, projects, reports, and proposes changes to performance indicators.
Prepares budget adjustment forms as necessary to draw or transfer funds.
