General summary/purpose:

Sr. Program Officer needed to work in close collaboration with the East and Southern Regional Director (RD) and Regional Program Manager to support the Tanzania country team. This includes ensuring that good project management practices and tools are being used to stay on scope, schedule, budget in the region and for the country supported; providing support to country and region as requested/needed by the country directors. Sr. Program Officer will also support quality improvement and assurance initiatives in the region and support countries in the region to win new business.

Specific duties & responsibilities:

* Provide leadership and guidance for the effective management and growth of assigned country programs

* Provide programmatic leadership where there is limited field staff capacity, or staffing gaps in country programs

* Collaborate with and support Country Directors in articulating the vision and strategies of assigned countries

* Represent Jhpiego and the assigned country program(s) in professional circles through meetings, conferences and presentations

* Develop and maintain excellent relationships with colleagues and donors in country, region or worldwide

* Advocate on behalf of Jhpiego with existing and new partners

* Work collaboratively with other program staff to ensure necessary program planning, development and management activities function smoothly and efficiently

* Assist field staff with development of work plans, reporting and monitoring and evaluation

* Work collaboratively with field staff to ensure that resources for effective and timely program implementation are available

* Participate in and lead, as needed, monitoring and evaluation of activities for countries and regions assigned

* Work collaboratively with technical staff to ensure standardization of technical interventions implementation, efficient use of human and material resources, and appropriate monitoring for capturing desired results

* Work collaboratively with finance staff to prepare and track the expenditures of project budgets

* Ensure that technical assistance needed to execute project work plans, which may include external consultants is available

* Ensure timely, accurate and appropriate reporting of program activities and results to the donor

* Comply with Jhpiego and JHU operational policies and regulations

* Identify and promote opportunities for new business and sources of funding in assigned countries and regions

* Work collaboratively with the Regional Director and New Program Development staff to contribute to proposal management, program design, writing and editing

* Participate in the review of technical and programmatic portions of proposals, as assigned

* Prepare internal and external communication pieces (articles, presentations, social media) about country programs

* Promote and support knowledge management and sharing efforts, including uploading documents onto Jhpiego knowledge management sites and external sites

* Mentor field staff to assume responsibilities for developing and managing the program at the field level

* Provide leadership and mentoring to Program Officers and Senior Program Coordinators

Minimum qualifications (mandatory):

* MPH or equivalent advanced degree

* Certified in Jhpiego's internal project management curricula - PM@Jhpiego, PMD Pro (or ability to be certified within 60 days of hire

* 7 years' experience at Program Officer level

* Proven experience successfully managing large complicated public health projects (e.g., multiple partners, difficult donor relations, low in-country capacity) by at least 4 different types of donors, including one USG donor in multiple countries with experience:

* Submitting high quality reports submitted on time to donors.

* Managed partners as part of a consortium

* Developing, analyzing and reviewing budgets

* Analyzing expenses, variances, accruals, and pipelines

* Successfully started up a new project

* Successfully developed work plans with multiple partners

* Successfully closed out a large project

* Proven experience successfully supporting new program development

* Served as program lead on at least 5 proposals – including budget inputs

* Successfully served as proposal writer on 4 proposals >$10M (e.g., USAID bi-laterals)

* 2+ years' experience working in country for Jhpiego or another NGO

* Experience supervising and mentoring staff

* Experience training

* Proven experience successfully dealing with challenging situations (HR, fraud, donor, etc.)

* Experience representing Jhpiego at high level meetings

* Strong understanding of at least 5 technical areas Jhpiego works in.

* Deep understanding of financial management principles

* Knowledge USG rules and regulations

* Experience with Office 365

* Understanding of Jhpiego's strategy, work, processes

* Strong organizational skills

* Ability to identify opportunities for improvement and make constructive suggestions for change

* Excellent writing skills
