Position Overview:

The Project Manager will be aligned to a specific State of Maryland project and will be managing the work performed under assigned Task Orders. Performs day-to-day management of the project, identifies issues and risks and recommends possible issue and risk mitigation strategies associated with the project. Acts as a facilitator between a State agency and IT contractor.

Program Overview:

Canton Group is providing software development support for the Child Care Administration and Tracking System (CCATS) which provides childcare system maintenance and enhancements for the Maryland State Department of Education (MSDE) - Office of Child Care (OCC). CCATS currently manages all applications around the OCC branches which include Licensing, EXCELS, Credentialing, Training, Subsidy case management and vouchers, Subsidy attendance and invoice processing, and in the process of Enrollment Attendance and Reporting System (EARS). The system ensures MSDE employees (i.e. branch chiefs, analysts, data entry teams, case managers, licensing specialists) are able to provide needed services to childcare parents, providers, staff, data analysts, Department of Human Resources (DHR), and US Health and Human Services. As part of the education industry, the OCC works to support and guide early education and childcare so that every young child in Maryland has a strong foundation and will be ready for kindergarten. OCC works with childcare providers and centers to make sure that providers receive the tools they need to guide Maryland children.


  • Oversee service requests from initiation through release, partnering with the Business Analysts, ScrumMaster, Delivery Team and UAT to manage schedule, cost and scope using backlog refinement and agile scheduling techniques leveraging SCRUM and PI Planning/program roadmap

  • Responsible for Service Request (Epics) intake process which includes working with the customer on prioritization and recording additional client needs in the service request ensuring that the SR meets the definition of ready for BA assignment and requirements gathering 

  • Work with ScrumMaster and Business Analysts to manage and refine maintenance backlog

  • Continuously keep the project team informed as to the project’s purpose, background, scope, requirements, and important issues.

  • Prepare communication plan and related project status reports to key stakeholders to provide project updates on activities and deliverables, as well as significant changes, risks and mitigation strategies.

  • Track and manage progress on Service Requests, keeping the BAs, SM and delivery team informed of important upcoming meetings, deliverables, and due dates

  • Work with the business and IT team to identify and address any cross-project dependencies and overlap.

  • Assist in identifying, reproducing, analyzing, troubleshooting, and resolving defects encountered during various stages of project development and delivery.

  • Carefully and successfully balance the Project Triangle.

  • Partner with the Director of Project Delivery to ensure the program is in alignment with the contract

  • Evaluate current application implementations, identifying opportunities to leverage off-the-shelf software to replace/improve current customizations.

  • Provide management-level reporting on project status, costs, issues, risks and mitigation strategies, partnering with UAT to provide MSDE PM visibility into production delivery dates (I.e. solution TBD)

  • Maintain technical knowledge and understanding of the latest development methodologies by participating in educational opportunities, reading professional publications, maintaining personal networks, and participating in professional organizations.

  • Develop rapport and trust with business owners and key stakeholders.

  • Create an environment of team spirit and enthusiasm around what is being delivered.

  • Accomplish department and organization missions by completing related tasks as needed.

  • Fulfill all roles and responsibilities with minimal guidance.

  • Education: Bachelor’s Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business or other related discipline.

  • Master’s degree in Business Administration, Information Systems, Early Childhood Education/Development, or other discipline strongly preferred.

  • Project Management Professional (PMP) by the Project Management Institute required

  • Certified Scrum Master and/or Certified Scrum Product Owner certification preferred

  • Eight (8) years of experience in managing IT related projects and must demonstrate a leadership role in at least three successful projects that were delivered on time and on budget.

  • At least five (5) years of experience in a supervisory or team lead position.

  • Experience with Infrastructure cloud migration projects, AWS and/or Azure experience a plus

  • Child Care or Education industry experience

  • Experience with Maryland Child Care Administrative Tracking System or other comparable State Government Child Care System such as Pennsylvania's Enterprise to Link Information for Children Across Networks (PELICAN) is a plus

  • Maryland's Total Human-services Integrated Network (MD THINK) experience is a plus

  • Experience with managing Software Development projects using SDLC and Agile methodologies – Technologies include .NET (MVC), Java, SQL Server

  • Other Scrum, Agile, and/or SAFe experience and certifications a plus
