LOCATION OF POSITION

This position is with the Department of General Services, Facilities Planning, Design & Construction Division, based at 301 W. Preston Street, Baltimore, MD 21201. Project sites are located throughout the State, with travel required as needed.

Main Purpose of Job

The main purpose of this position is to provide maintenance engineering work as mandated in the Statewide Maintenance and Repair Program for all State-owned properties. This position is responsible for identifying, prioritizing and utilizing hazardous material and/or facility renewal, and/or program open space fund appropriations. This position serves as a project manager for the inspection, design and repair of systems and utilities related to the maintenance of buildings and grounds. Additionally, this position supervises, manages and directs other project managers in their work functions.

POSITION DUTIES

Duties for this position include, but are not limited to:

CONSTRUCTION DOCUMENT DESIGN (30%): Manage the A/E design contract to assure coordination between the A/E and the using agency to obtain a design that meets the project justification and meets the standard of the industry for construction. Evaluate and request changes as necessary on all A/E submittals. Conduct CD Review meetings. Write technical specifications. Review/ Approve estimate prepared by A/E.

SUPERVISION (15%): Supervise, manage, and direct Project Managers in their daily/weekly activities. Assign work, approve timesheets, conduct counseling, and complete evaluations.

PROCUREMENT ACTIONS (13%): Prepare bidding documents incorporating the A/E construction design into the DGS procurement package. Coordinate the advertising date, the pre-bid date and the bid date between the DGS Procurement Office and the using agency and submit the package for procurement through the Procurement Office.

A/E SELECTION & NEGOTIATION (10%): Evaluate the program letter and project justification submitted by the facility to determine what professional A/E service is required. Through the approved A/E listing select the appropriate firm and coordinate required services, between the A/E and the Using Agency. Negotiate the A/E fees and obtain procurement approval as required. CONTRACT APPROVAL (10%): Upon receipt of documentation from the procurement officer of a responsive and responsible low bidder, prepare appropriate agenda item for approval of the contract in accordance with the Maryland Procurement Regulations.

MEETINGS (10%): Conduct pre-bid, review & status meetings. Attend pre-construction and progress meetings as necessary, hold special meetings with contractor, A/E, Using Agency representatives and DGS Construction personnel to resolve special problems and meet with Assistant Secretary to update project status.

MISCELLANEOUS (10%): Process invoices in accordance with Maryland Regulations. Review and comment on construction documents submitted by agencies and on self-evaluation inspections submitted by Using Agencies. Provide updates for ongoing maintenance projects and identify programs for correcting deficiencies.

CONSTRUCTION (8%): Manage projects during construction phase to assure completion of project in accordance with specifications, approve changes as necessary to scope of work, review and approve change orders and approve any additional funding in accordance with DGS Construction Procedures.

INSPECTION (2%): Inspect State-owned facilities as related to their maintenance and upkeep and prepare reports on maintenance inspection findings.

PROJECT EVALUATION (2%): Evaluate proposed maintenance projects for inclusion in the budget requests. Evaluation includes possible site visits to verify field conditions, estimate review, comparison to inspection reports, agency procedures and computing a maintenance rating for each approved project.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: Three years of experience as an Engineer or Project Manager Engineer in the building construction, renovation or maintenance fields.

Notes:

1. Candidates may substitute additional engineering experience in performing maintenance or construction engineering work in facility and maintenance system work on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps classifications or Construction Engineering Technician, or Civil or Combat Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

This position is open to applicants who meet the minimum and selective qualification(s) listed below. A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e. knowledge, skill, or ability) required.

1. Two years of experience managing design and construction projects is required.

DESIRED OR PREFERRED QUALIFICATIONS

1. Two years of supervisory experience, to include functions such as assigning, reviewing and approving the work of others, and disciplining, evaluating the performance of, and recommending the hiring, firing and promoting of others, is strongly preferred.

2. Experience with the funding for Capital and Operating projects in Maryland is preferred.

3. Experience with and an understanding of the procurement process is strongly preferred.

This recruitment is limited to current Maryland Department of General Services permanent and contractual employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees may be required to carry an electronic paging device or provide the employing agency with a telephone number where the employee can be reached after normal business hours.

EXAMINATION PROCESS

Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED. The eligibility list will be valid for one year and may be extended. The list will be used by the hiring agency to select employees.

Eligible lists may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority. If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process. Permanent State employees may also complete necessary experience requirements within six months of the date of an examination. Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week. You must include on your application the time spent on such activity. You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.
