Description:

Primary responsibility is to review, post, and process final billings on customer accounts. Maintain meter reading scheduling and coordinates with Operations Supervisor. Imports/Exports meter reading data from handheld computers to billing software. Sets up new customer service connections on billing system. Identifies any account or system discrepencies/issues; emerging problem solving skills to work towards resolution. Test new rates prior to billing customers. Develop, document and implement process improvement ideas for billing functions. Identify any training issues, work with Billing Supervisor to address. Processes former customer delinquent notices and prepares collection reports for review and approval. Report on bill production activities and outcomes, provide cross department billing expertise, co-ordinate the scheduling of billing activities with relevant stakeholders, performs various controls to validate accuracy of billing statements, interacts with Billing/Finance/Operations/Customer Service and Stakeholders.

Essential Functions:

* Setting up new service connections on the billing system to include reviewing applications, collecting deposits, posting establishment fees, processing meter reads, and coding accounts. Processing final billings on customer accounts.

* Reviewing low or zero usage and scheduling work orders as warranted. Processing meter change outs on billing system. Assist with reviewing high usage and inconsistent meter reads and scheduling service orders as needed.

* Importing/exporting meter reading data from handheld computers to billing software. Maintains meter reading scheduling and coordinators with Operations Supervisor under Billing Supervisor's direction. Required to manually enter meter reads as necessary. Schedules service orders and functions as a liaison between the customers, the field personnel and the office staff.

* Process special in-house mail outs for customer notifications for multiple utility locations. Provide clerical assistance to supervisor, manager or other office personnel as requested or as the situation dictates.

* Maintain account files to include scanning and electronically filing customer documents and records.

* Identifies any account or system discrepancies/issues; emerging problem solving skills to work towards resolution.

* administer day to day operation of cycle billing processing reviewing, analyzing and editing the data and reports for validation of results.

* Maintains accurate records and filing systems related to the utility billing software and maintains confidentiality.

* Report on bill production activities and outcome, provide cross department billing expertise, coordinate the scheduling of billing activities with relevant stakeholders, performs various controls to validate accuracy of billing statements, interacts with billing, finance, operations, customer service and stakeholders.

* Assist with reporting for month end close.

* Assists with data requests for audits (PUC & internal)

* Develop, document, and implement process improvement ideas for billing functions including identifying any training issues, work with supervisor/manager to address.

* Perform, calculate and validate rate testing.

* Perform other duties as required.

Requirements:

* Bachelor degree preferred; three to five years' experience required.

* Knowledge of computer systems and accounting/billing software.

* Minimum of intermediate level using Microsoft Excel and Word.

* Minimum of two years billing experience. Experience with electronic data storage processes, ability to type 50 words per minute.

* Utility experience highly desired.

* Valid state driver's license.

* Work requires the ability to read and process customer applications, street addresses, gallons consumed, computerized information and related reports, state statutes, federal laws, service area maps and property legal descriptions.

* Work requires the ability to perform math calculations such as addition and subtraction. Ability to calculate, add, subtract, estimate, communicate, understand and catch errors in meter readings and gallons used.

* Work requires the ability to documents customer related issues and summarize research performed as it relates to all office operations. Requires the ability to create and organize files, take complete and legible phone message.

* Work requires the ability to make decisions that are within office and corporate standards and guidelines, seeking assistance when necessary. Must be able to perform duties and function effectively with minimal supervision. This position has no direct reports. Performance is reviewed periodically.

* Will work within and follow established budge guidelines and get managerial approval for any expenditure.

* Understanding the interdependency of issues between customers, office operations, field operations and accounting. Must be able to analyze and prioritize situations as they arise on a daily basis.

* Excellent written and oral communication skills are required. Must be able to listen to customer issues, decide the most appropriate course of action, communicate the course of action effectively with customers and appropriate staff, and follow through to the satisfaction of all parties involved. Must be able to communicate research results effectively with customers, corporate personnel and other staff members as it relates to customers, office, field and accounting. Ability to communicate recommendations regarding policy development and implementation.

* Strong knowledge and practices with developing training policies, procedures, content and materials required.

* Excellent technical writing and verbal communication skills required.

* Knowledge of regulator rules and regulations desired.

* Utility experience preferred.

* Ability to perform advanced mathematical and operations and/or moderately complex statistical and/or accounting methods desirable. Proficient in using relevant software (Microsoft Office Suite including Excel, Word and PowerPoint) required.

* Advanced knowledge of software applications to create documents, reports and process flows (such as Visio) is desirable.

* Valid state driver's license and ability to travel to various regional offices may be required.

* Travel to other state offices may be required.

* Coach team members in skills; leads, schedules, allocates and monitors work.

* Be able to effect change without direct exercise of command where persuasion is required.

* Be able to reach agreement through flexibility and compromise.

* Be able to adapt or enhance quality or value in existing methods; make better as part of the day-to-day activities.
