The Analyst VI provides in-depth business and functional analysis in support of project scope and objectives. The candidate applies analytical skills to support the development, enhancement and maintenance of software solutions that range from simple to extremely complex applications. This requires the individual to work with process improvement processes, and projects regarding, but not limited to, operations, logistics, planning, and requirements deployment. Competent to work on complex projects and applies a comprehensive knowledge of requirements gathering concepts, practices, and procedures. The candidate is capable to work under tight deadlines and is capable of handling extremely heavy workloads. With limited general direction, operates independently and responds rapidly in a complex organizational environment with daily customer interchange and multi-faceted tasking. Provides guidance to and assists in training less experienced personnel. The candidate must have demonstrated extensive experience in WebSphere portal development. Essential Job Functions:

1. Responsible for programming, integrating, monitoring and maintaining various tools and applications using IBM WebSphere. (30%)2. Develops and supports all web applications using Java, XML, Web-Services, WebSphere Portal Administration, multiple LDAP configurations and portal configurations. (30%) 3. Provides operational support for IBM WebSphere, including systems monitoring, problem diagnostics, troubleshooting, resolution, issue escalation, security management, tuning and capacity planning, performance improvement, and analysis. Works under the direction of the Project Manager to develop, maintain and implement standards, processes and procedures to ensure effective operation of the WebSphere infrastructure; additionally, works jointly with other analysts/developers to accomplish system design needs, development, implementation, debugging, performance enhancement and ongoing system maintenance. (20%). 4. Identifies and documents root cause analysis for incidents that result in a service disruption, engages with application development staff to resolve application compatibility, availability and performance issues, This individual will analyze software requirements to determine feasibility of design. (10%)5. Conducts research for and writes portions of technical proposals, or Statements of Work. Participates in complex problem analysis where technical expertise is required. Works with operations teams to create [system] complimentary policies, procedures, and processes, including product and training documentation; coordinates all WebSphere changes; follow the approved change control processes to ensure changes that to the infrastructure that may affect the service are managed effectively. Routinely reports performance against agreed service-level requirements. (10%)Knowledge Skills Abilities:

Knowledge:1.Knowledge of Object Oriented Languages (ie. Java), Use Cases, database concepts2.Experience using databases, ability to write stored procedures 3.Experience using SQL on Oracle database.4.Experience with IBM WebSphere Application Server is required (3+years)5.Experience with IBM WebSphere Portal Server is required(3+years)6.Experience using the following technologies is a plus, though not required; Active Directory, IBM Security suite of products7.Experience creating Detailed System Design and Requirements Analysis Documentation 8.Knowledge of the common design practices/standards associated with compliance to application accessibility (ie: 508, JAWS etc.).Skills:1.Demonstrated self-starter, with the ability to set the direction when there is little or none.2.Proven skills related to working with applications and infrastructure is required; applications, data, security, virtualization, and modernization. 3.Knowledge and practical experience in full systems development life cycle and methodologies4.Strong analytical and problem solving skills5.Strong verbal and written communication and presentation skills.6.Skilled in facilitating meetings with multiple customers and technical staff, including building consensus and mediating compromises when necessary.Abilities:1.Demonstrated strong logical and technical problem-solving skills.2.Demonstrated ability to learn and quickly comprehend new concepts.3.Demonstrated strong judgment and decision-making ability.4.Demonstrated ability to execute use cases and test scenarios.5.Passion and ability in providing excellent customer service.6.Accurate and timely tracking of time spent working on projects as well the ability to accurately estimated changes or enhancements with a minimal amount of effort.Registration or Licensure Requirements:

Graduation from an accredited four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field. Appropriate experience may be substituted for the required education on a year for year basis.Initial Selection Criteria:

The candidate must show evidence of education and/or experience at the Systems Analyst V level as defined by the State Classification Office; Strong background in IBM WebSphere Portal and WebSphere Application Server experienceAdditional Information:

Graduation from an accredited four-year college or university with major course works in data processing, computer science, or a related field is generally preferred. Equivalent experience may be substituted on a year for year basis.
