The Strategic Engagement Specialist, under the Direction of the Director of Strategic Engagement, will facilitate change management and communications activities related to major health and human services (HHS) transformation and innovation initiatives. This individual will have experience in implementing successful innovative and effective communication and change management solutions that help ensure organizational changes are smoothly and successfully implemented to achieve established goals.The successful candidate will be able to assess, in collaboration with the strategic engagement team, how change affects stakeholders; guide and prepare cross-divisional staff on change management principles and techniques; and facilitate alignment of project deliverables.The Strategic Engagement Specialist will make significant contributions to elements of multiple complex projects requiring stakeholder involvement, including agency staff, external stakeholders and executive participants, and will lead efforts to effectively communicate strategic goals and initiatives to staff in various roles throughout the HHS system.Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.Essential Job Functions:

(40%) Develops, plans, and implements strategies related to communications and other change management deliverables associated with large transformation and innovation initiatives; and develops objective tools by which to measure the success of these engagement strategies. (30%) Engages internal and external stakeholders and facilitates productive methods of gathering stakeholder input regarding projects of the Office of Transformation and Innovation. (25%) Participates in the development and implementation of organizational communications strategy related to cross-divisional transformation initiatives to improve operations. (5%) Other duties as assigned.Knowledge Skills Abilities:

Senior level knowledge of engagement tools such as focus groups, surveys, town hall style meetings, workshops, etc., the pros and cons of each, when it is appropriate to use these tools, and what outcomes can be expected. Considerable knowledge of the needed and detailed logistical strategies needed for a successful engagement meeting.Extensive knowledge of the importance of the engagement process – identification of all stakeholders (internal and external), interests, messages, means of delivering the message, timing of the message, measurable desired outcomes, etc.Knowledge of complex organizational communications strategies, programs, and methodologies. Knowledge of change management principles and practices. Skilled in completing and monitoring required administrative and performance reports, studies, and specialized projects and recommends appropriate changes.Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. Excellent analytic and decision making skills.Exceptional verbal and written communication skills necessary to create and edit creative content production.Advanced writing composition skill. Ability to facilitate discussion around complex program activities.Ability to collaborate with a team of colleagues in order to assist on the establishment of goals and objectives, and develop and evaluate policies and procedures.Ability to effectively communicate with staff, vendors, clients in senior-level meetings, and conduct presentations to all levels of internal and external stakeholders. Registration or Licensure Requirements:

Change Management Certificate and/or Certified Change Management Professionalâ„¢ preferred.Initial Selection Criteria:

A minimum of 3 years of experience in organizational change management and communication strategy development and execution.Graduation from an accredited four-year college or university with major coursework in communications or a related field is generally preferred. Experience and education may be substituted for one another.Two years of experience in health and human services preferred.Additional Information:
