Procurement Contract Spec II -Performs complex purchasing work involving planning, organizing, coordinating, and preparing specifications; preparing procurement documents; and maintaining records of items purchased, received, prepared, and issued. Works under limited supervision and has considerable latitude to use initiative and independent judgment. Essential Job Functions:

Performs complex purchasing work including purchasing or overseeing the purchasing of supplies and equipment of a highly technical nature within assigned classifications. Reviews and/or oversees the review of requisitions for completeness and compliance with applicable requirements prior to the processing of invitations for bid or requests for proposals; may assist in coordinating requisition assignments to a buying group; monitors legal and regulatory requirements pertaining to purchasing; determines the most applicable and cost effective purchasing method for obtaining goods and services related to assigned commodity classes; processes requisitions in an automated environment; processes and releases Purchase Orders (POs) based on requester's needs; expedites requisitions as required; maintains all required documentation supporting all transactions; researches vendors for products & services; monitors and documents vendor performance; and provides TIBH exception reporting. Uses automated procurement systems. Works with requesters, subject matter experts, stakeholders, agency staff, and peer purchasing staff to coordinate or resolve purchasing related issues; reviews operational spreadsheets and processes assigned requisitions; responds to phone and e-mail requests from requesters, and staff related to the status of requisitions, POs and the delivery of goods or services; supports Historically Underutilized Business (HUB) outreach and participates in procurement related events; and provides assistance to requesters in drafting competitive specifications for commodities and services. Prepares all competitive solicitations, including requests for proposals (RFP), and invitations for bid (IFB), and recommends annual contract awards, awards contracts, and suggests additional items to contract. Attends work on a regular and predictable schedule in accordance with agency leave policy and perform other duties as assigned including participate and/or serve in a supporting role to meet the agency's obligations for disaster response and/or recovery or Business Continuity Plan activation. Knowledge Skills Abilities:

Advanced purchasing functions and documentation requirements of a Texas State purchaser with "hands-on" purchasing experience; purchasing methods and procedures, including: purchasing sources, prices, market factors, product characteristics, and general and technical specifications; record keeping, reporting procedures, and departmental policies and procedures; and of laws controlling state purchasing operations. Skill in asking questions when needed and identifying resources to use to get needed information. Communicating effectively, both verbally and in writing, with a variety of individuals and groups and to include writing Requests for Quotation (RFQ), Invitations for Bid (IFB), or Requests for Proposal (RFPs). Providing excellent customer service; and monitoring and documenting vendor performance. Ability to schedule, prioritize, monitor, and complete assignments. Act in a sound, logical, proactive and appropriate manner based on well thought out analysis of situations or problems. Keep abreast of legal and regulatory requirements pertaining to purchasing. Work effectively as part of a team. Verbally communicate clearly and concisely. Develop methods and procedures for locating supply sources. Maintain a system of adequate recordkeeping prioritize and schedule. Assemble information, materials, etc., into logical order; and pay attention to important details. Registration or Licensure Requirements:

Certified Texas Purchasing Manager – (CTPM) Certification must be acquired within 18 months. Initial Selection Criteria:

Three (3) years progressive experience in a governmental or public purchasing position (Federal, State, County, Local entity). Private sector/corporate purchasing experience may be considered based on tenure and actual purchasing related functions in the position. Additional Information:
