Administrative Asst IIIThe Environmental & Sanitation Business Filing &Verification (BF&V) Administrative Assistant II works under the direction of the Unit Manager and provides independent, responsible administrative support and technical program assistance for the Environmental and Sanitation BF&V Group. Performs complex licensing functions, including initial and renewal application processing and deficiency processing for asbestos, abusable volatile chemicals, hazardous products, lead, and youth camp licenses. Evaluates documents to determine licensure and examination eligibility. Enters data, composes or edits correspondence and provides information and technical assistance to the regulated community regarding the interpretation of laws, rules, policies, and procedures relating to licensing. Performs all tasks associated with printing licenses and identification cards. Provides general support for the group's BF&V function including processing mail, remittances, retention documentation, scanning and filing. Responds to incoming telephone calls and electronic mail regarding the licensing functions of the group's four regulatory programs. Assists customers in person, over the phone and via electronic mail. Maintains effective working relationships with internal and external customers; and a working knowledge of and complies with HHSC, Section and Unit policies. Assists other Units and Sections as necessary. Responds to emergencies as directed. Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. (75%) Participates in the planning and execution of an agency program. Processes initial and renewal applications for asbestos, abusable volatile chemicals, hazardous products, lead, and youth camp licenses as assigned including the remittances for the assigned applications in accordance with written policies and procedures, and rules and regulations. Evaluates documents to determine licensure and examination eligibility. Develops or edits written documentation to inform licenses of any deficiencies. Enters data, composes correspondence and provides information and technical assistance to the regulated community regarding laws, rules, policies, and procedures relating to licensing. Performs all tasks associated with printing licenses and identification cards. Researches, composes, designs, or edits forms and manuals such as application forms and procedure manuals. (20%) Provides general support for the group's BF&V function including processing mail, remittances, retention documentation, scanning and filing. Responds to incoming telephone calls and electronic mail. Assists customers in person, over the phone and via electronic mail.(5%) Actively participate and/or serve in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.Knowledge Skills Abilities:

Knowledge of Business Filing & Verification (licensing) procedures and regulations.Knowledge of office management principles, practices, and administrative procedures. Skilled in using computers, network systems, and information sources such as the Internet; multi-line telephones, copiers, scanners, printers, fax machines and other common office equipment.Skilled in reviewing and proofreading documents.Skilled in the use of Microsoft Office and regulatory licensing databases; and composing and editing written correspondence, memorandums, reports, and forms. Ability to handle a substantial and continuous workload with minimal supervision and to exercise independent judgment regarding routine and complex issues.Ability to gather, assemble, correlate, analyze facts, and devise solutions to problems.Ability to develop and evaluate policies and procedures.Ability to accurately interpret laws, rules, statutes, policies, and procedures.Ability to effectively, politely, and diplomatically exchange thoughts and ideas with customers, and provide quality customer service to the public.Ability to establish and maintain effective working relationships; and work effectively as a team member in an environment of change.Ability to train others and produce training materials.Ability to compose, type, proof read, and edit correspondence, reports, or other documents.Ability to accurately enter data into a database and create merge letters and other documents.Ability to review, evaluate and determine eligibility of applications or documentation for licensure.Registration or Licensure Requirements:

Experience working in a regulatory or licensing program preferred.Experience using Versa Regulation preferred.Experience entering and retrieving data in multiple database systems. Skill in using Microsoft Office Products.Experience dealing with customers, general public and governmental agencies in person and by telephone.Experience interpreting and explaining rules, regulations, policies, and procedures.
