Responsibilities

Responsible for a complete range of real property acquisition, management and disposal duties in support of the National Airspace System. Functions include providing support to the requiring organizations in defining and analyzing requirements including exploring viable options, complying with all applicable federal, state and local laws, regulations and Acquisition Management System (AMS) policies and procedures in acquiring, leasing, administering and terminating real estate and utility contracts and other transactions. May exercise signature authority for other actions such as interdepartmental agreements with other U.S. government policies or with state or local governments. This position is an entry-level trainee. Assignments provide on-the-job experience and opportunities for formal classroom training to develop proficiency in all aspects of real property management for advancement. Assignments also include learning to maintain data in various financial and real estate systems. Works under relatively close supervision and receives clear guidance from the Real Estate and Utilities Group Manager, supervisor, or senior specialist. Assigned tasks include providing support in the course of negotiation, acquisition, administration, disposal, and/or termination of all real estate and utility contracts and transactions. Participates in all necessary training to qualify for advancement. Primary contacts are with personnel in the immediate logistics office, in offices of customer organizations, or with representatives of utility companies, lessors and airport sponsors. There are occasional contacts with other personnel external to the organization about routine issues.

Major Duties and Responsibilities:

* Supports Real Estate and Utilities Group Manager, supervisors, or senior specialists to assist customers in defining requirements and submitting procurement request and similar requirements documentation. Assists customers in processing real property procurement request for routine acquisitions. Assists in performing title searches and fair market value determinations. Provides independent assistance in less complex situations.

* Supports Real Estate and Utilities Group Manager, supervisors, or senior specialists with acquiring, leasing, and managing real property. Assists in preparing acquisition plan. Assists in preparing and administering real estate market surveys. Performs market research to gather information requested by higher level personnel. Negotiates and awards routing utilities contracts for electricity, gas, water and sewer services. Responds to customer and vendor questions on routine matters.

* Assists Real Estate and Utilities Group Manager, supervisors, or senior specialists in responding to oral and written inquiries, including Congressional and Freedom of Information Act (FOIA) requests, protests, claims against the US Government and similar inquiries.

* Prepares all file documentation as assigned. This includes maintaining data in automated systems, such as Real Estate Management System (REMS) and Real Estate Tracking System (RETS). Obtains all required approvals and checks for consistency with national policy and agency goals.

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

Qualifications

FV-F: To qualify for this position you must demonstrate in your application that you possess 3 years of general experience which is progressively responsible experience and 1 year of which was equivalent to at least FV-E, FG/GS-7 in the Federal Service, that demonstrates the ability to: 1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2. Plan and organize work; and 3. Present clear and concise information. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other non specialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable or experience which involved acquiring, managing and disposing of real property or experience performing tasks involving researching or applying environmental laws and regulations to land management, including real property acquisition, management and disposal.
