GDIT is seeking a Strategic Communications and Resource Management Lead in Arlington, Virginia to support a cybersecurity contract with the U.S. Department of State (DOS). This position supports a DOS contract designed to protect the cybersecurity of diplomatic missions across the world. Under the Bureau of Diplomatic Security (DS), the Directorate of Cyber and Technology Security's (DS/CTS)'s mission is to supports diplomatic and consular posts and the Department's global information assets with a defense-in-depth cyber program. The program monitors network traffic, detects and responds to cyber incidents, and scans for security compliance and vulnerabilities; assesses facilities and emerging technologies and innovates in areas such as Wi-Fi, cloud services, Internet of Things, and social media; performs advanced threat analysis of cyber incidents; provides investigative support and works in conjunction with intelligence and law enforcement communities; and recommends, develops, coordinates, and provides end-user awareness and training of cybersecurity policies, standards, and guidelines.

The ideal candidate will have an extensive background in current and emerging communications techniques. They will have experience and a firm understanding of government resource management and the ability to work a wide array of tasks and efforts at one time. They will have a demonstrated passion for effective organizational change. She/he will have a deep dislike of complacency and a need to drive organizations to always remain relevant. The successful candidate must be able to partner with government and contract leadership to drive effective change through inspiration, passion, and continuous self-disruption.

Responsibilities

* Directs and manages strategic, tactical, operational, and resource planning and execution activities for Department of State mission-critical cybersecurity programs

* Executes organizational change management knowledge and strategies to maximize business processes, systems and technology, job roles, and organizational structures; identifies risks, impact, timeframe, and cost of change to achieve planned future state; identifies mechanisms for monitoring change progress

* Anticipates client and contract needs, assesses program issues, and develops resolutions to meet productivity, quality, resource, and client-satisfaction goals and objectives

* Works with consulting leadership to identify current and future technical and business resources needed and creates short and long-term solutions in alignment with strategic, organizational objectives

* Serves as a key trusted advisor and provides expert advice and consultation to executive leadership

* Performs program outreach, liaison, coordination, and public relations activities with key stakeholders, executives, and external partners

* Manages and delivers executive-level, strategic communications and marketing initiatives including white papers, issue papers, press releases, articles, speeches, talking points, catalogs, website content, annual reports, and briefings; coordinates press conferences, events, and manages media relations

* Coaches fellow team members of all levels on effective communication styles, strategies, and techniques

* Develops and maintains a program-wide communications plan focused on normal and emergency communications, identifying customer and contractor communication needs and preferences, and internal/external organizational communications.

Required Qualifications

Active Secret Clearance Required

* BS/BA in Communication, Organizational Change, or relevant field. (MS/MA preferred).

* 10+ years project, program, and change management or combination thereof

* Ability to research, analyze, interpret, and resolve complex issues, policies, operating procedures, and processes in a dynamic and rapidly evolving cybersecurity field

* Experience and knowledge of change management principles, methodologies, and tools; ability to assess and evaluate change readiness and create change management strategies to drive faster buy-in and adoption of change

* Superior customer service and interpersonal skills to effectively relate to agency and customer needs; ability to build working relationships and coordinate activities with leaders and key stakeholders

* Ability to provide advice and guidance, prepare reports and briefings, defend recommendations, interpret policies, promote information-sharing, and represent the directorate's interests

* Ability to carry out major tasks and initiatives in support of executive-level client needs

* Ability to develop and implement communications strategies and create executive-level communications materials

* Driven, energetic, team player with superior oral and written communication skills

* Working knowledge or background of the DOS environment preferred, including international organizational and operational structure

* Prior work with global target audiences is preferred
