This position is located in the Program Applications Division, Office of Information Security, Directorate for Security Infrastructure, Bureau of Diplomatic Security (DS), Department of State (DOS).

The Program Applications Division (DS/IS/APD) is responsible for the development, coordination and implementation of plans, policies and procedures necessary to safeguard DOS assets, including personnel, information, documents, property, equipment, and other resources worldwide.

The incumbent of this position is a Senior Security Specialist responsible for performing specific duties regarding the protection of classified National Security Information and sensitive information within DOS facilities worldwide.

This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

* Leads or serves as a team member conducting comprehensive and often times complex security surveys/inspections of DOS Offices, Bureaus, posts and embassies to ensure compliance with existing policies and procedures concerning the handling, control and safeguarding of classified and sensitive information as well as COMSEC, and SAP policies.

* Provides authoritative review and analysis of reports/surveys prepared by other specialists within the Division and assists in the development of policy recommendations to resolve findings. Interprets policy and assists in the development of guidance and implementing instructions.

* Manages the Department's domestic Unit Security Officer program, establishing effective internal security controls throughout the Department. Develops and implements classified information/operations, open storage requirements and administers a recertification program.

* Assists in the development and implementation of security classification guides for Department programs such as U.S. embassy construction, information technology, information resource management, Special Access Programs (SAPs), threat and vulnerability assessments, and security engineering technology.

* Participates in processing, investigating and adjudicating cyber security incidents. Develops and participates in security training programs regarding the control and protection of classified and sensitive information.

* Incumbent will be subject to random drug testing.

* U.S. Citizenship is required.

* Must be able to obtain and maintain a Top Secret security clearance.

* One year probationary period, unless excepted by regulation.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.


Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.

If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

* Experience utilizing National security requirements established in legislation, regulations, and various policy statements pertaining to protection of classified National security information and sensitive information, COMSEC materials, and SAP information.

* Experience providing protection of information residing on IT systems, protection of information covered by the Privacy Act, physical security policies and other directives as they pertain to the protection of classified and sensitive information.

* Experience implementing National and Department security policies and procedures and developing standard operating procedures for Department of State personnel.

* Experience conducting security education and training programs that provide guidance on the application and implementation of security policies and procedures.

There is no substitute of education for specialized experience for the GS-13 position.
