This posting will be used to fill a Full Time, Permanent, Senior Planner. It is advanced professional and technical work in the field of urban planning, program management and/or development coordination, review and management.

The Research & GIS Division of Planning and Zoning is responsible for providing demographic, geographic, and economic information through the collection, maintenance, and analysis of county data. The Division provides Geographic Information System (GIS) services to the Office, other governmental agencies and the public. All demographic and mapping data support major planning efforts such as the General Development Plan Update; Small Area Plans; zoning updates; Sewer and Water Master Plan Updates; population, household and job forecasts; and other special reports affecting economic development in the County. This Division also includes Information Counter services to the public and house numbering and street addressing for the County.

NATURE AND VARIETY OF WORK

The incumbent is responsible for project management, technical studies, planning and drafting legislation involving land use, transportation, environmental resources or urban design. Work may also include project management of site plan review, zoning and subdivision regulation, and coordination of interests inherent to the land development process. Work may involve managing and reviewing the work of other professional and technical staff members engaged in special projects that necessitate the expertise of several disciplines and/or specialty program aspects.

Conducts research, planning and technical analyses for complex planning projects related to land use, transportation, environmental resources or urban design. Project management of site-plan review, zoning and subdivision regulations, and multi-agency and jurisdictional review of large-scale land use proposals.

Oversees and coordinates the processing, review and development of recommended departmental positions on complex projects involving land use, transportation, environmental resources or urban design.

Recommends and initiates professional and technical studies in support of ongoing planning programs and development review activities.

Coordinates review and formulation of multi-jurisdictional regulations affecting broad development plans.

May supervise the work of professional and technical subordinates engaged in planning, review, and other phases of projects/programs.

Performs related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of current principles and practices of urban and community planning.

Thorough knowledge of the principles, practices, and objectives of planning and land use control.

Thorough knowledge of research methods employed in the collection, evaluation, and presentation of planning data.

Thorough knowledge of laws, regulations, and policies as they apply to planning, zoning and land use controls.

Ability to present research and study briefings, written and oral, in a clear, concise, and understandable manner to citizens, elected officials and other professionals.

Ability to manage professional and technical employees engaged in planning studies, programs and projects.

Ability to establish effective working relationships with subordinates, appointed and elected officials, state and local government representatives, and citizen interest groups.

Minimum Qualifications:A bachelor's degree from an accredited college or university with course work in planning or a closely related field; six (6) or more years of experience in major professional planning and zoning projects; and a valid non-commercial Class C motor vehicle operator's license.

Supplemental Qualifications:Preference will be given to candidates with the following:

1.) Previous experience in managing a team project working with staff from different agencies.

2.) Significant experience with research methods employed in the collection, evaluation and presentation of planning data.

3.) Expertise in using local and regional development data, demographic and socioeconomic data and other sources of data to develop projections, forecasts and trends relative to land use.

4.) Experience conducting independent planning projects and working in a team environment.

5.) Experience with computer programs such as Relational Databases (MS SQL Server, Oracle, or IBM DB2), QMF, MS Access, MS Excel or Google Sheets, MS Word or Google docs, GIS software (analyze, manage and present spatial data), Stata, MS Publisher or Adobe Indesign, Adobe Photoshop or GIMP, and PowerPoint.

6.) Extensive experience with ArcGIS Desktop 10 or ArcGIS Pro, statistical analysis – linear and multiple regression, Seagate Crystal Reports, and some programming to retrieve data from multiple database platforms.
