Specific Job Responsibilities

Plans and directs activities concerned with the development, application, and maintenance of quality standards for processing materials into partially finished, finished material, or tangible products. May develop and implement methods and procedures for inspection, testing, and evaluation. Establishes programs to evaluate precision, accuracy of production, processing equipment, testing, measurement, and analytical facilities. Devises sampling procedures using statistical process control and other quality processes.

Ensures use of principles and requirements required by the NNSA (NAP24, NQA-1, etc.) and internal requirements are implemented in all activities at Pantex. Support Product Realization Teams, Nuclear Enterprise Assurance, Pantex Operations, Pantex Process Engineering, EP&C achieve mission delivery. Identifies and communicates risks and opportunities to Programs and Engineering concerning mission success. Provides technical assistance to production and engineering operations in the development/ implementation of operation processes, procedures, and plans. Review Disposition Documents, routing changes or improvements, and procedures for technical and requirements accuracy. Coordinates with operations personnel and management from other organizations, and must interface with internal and external customers to assist in the implementation of customer defined requirements, schedules and expectations.

Contributes to the organization’s performance in achieving and exceeding established goals and expectations. Performs activities in support of the organization's priorities and missions. Assists in identifying scope of work, schedules, and estimates, and ensures the execution and completion of all deliverables are within budget and schedule.

Leads or participates in QA audits, assessments, inspections, surveillances, and customer engineering evaluation of processes. This includes internal project audits and vendor/supplier audits, as required. Works with personnel and management to communicate findings and issues. Identifies and recommends to management areas to be assessed based on risk analysis and performance indicators.

Completes training as assigned in support of the organizations activities. Assists in developing and reviewing budgets, proposals, cost estimates, schedules, and related documents.

Note: Role is matrixed (also has a reporting relationship) to Mission Engineering Functional Manager.

Specific Job Knowledge & Training Required

The position requires high standards, excellent observation skills, superior written and oral communication skills, and superior interpersonal skills. A working knowledge of computer software such as Microsoft Word, Excel, PowerPoint, Access, and SharePoint is required.

Although not required, the following experience would be favorably considered:

Experience in quality/process improvements methods, statistical application/metrics methodology, engineering standards, measuring and test equipment, basic chemistry, and software QA programs.

Formal training and/or experience in NAP24A, or similar quality standards.

Formal training and/or experience in NQA-1, ISO-9000, or similar quality standards.

Training and experience in performing assessments.

Knowledge of DOE Orders and NNSA quality requirements.

Experience in, procurement document reviews, engineering design and design reviews.

Education & Relevant Experience

BS in Engineering/Science discipline and a minimum 4 years of relevant experience. MS in Engineering/Science discipline and a minimum 2 years of relevant experience. Normally requires a minimum of 4 years of relevant experience, with typical Engineering/Science experience ranging from 6 to 15 years. Reference: CNS Engineering, Science & IT Professional (EP) Ladder.

The job related and nuclear experience requirements noted above are not a prerequisite for Pantex employment. These experience requirements can be satisfied based on Pantex experience obtained following employment. In the interim, until experience requirements are met, newly hired personnel will not be assigned duties that could impact the safety basis of nuclear facilities. (Ref. DOE O 426.2)

More than 12 years of relevant education, training, and/or progressive relevant experience will be reviewed and considered for equivalency to these requirements. For postings on the Engineering, Science and IT Ladder, in lieu of a technical bachelor's degree, the Operations Professional Ladder may be considered.

The minimum education and experience for the lowest career level in the job posting range are listed under Specific Job Knowledge & Training Required. Successful candidates hired into a higher career level than the minimum in the range must meet the requirements listed in the job leveling charts for the career level into which they’re being hired.

The career level will be determined based upon relevant education and experience of the selected candidate. Internal applicants, if the move is determined to be lateral, will maintain their current career level and pay.

For internal applicants whose career levels may be higher than the career level range indicated on the job posting, we will consider the scope of work being performed, in addition to a candidate’s education and experience, when determining whether a lateral move is warranted.

This position requires a Q clearance; however, all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy "Q" clearance is required.

This position requires HRP certification. If the successful candidate is not currently certified in the HRP, the certification process will be initiated upon assumption of the position. If the successful candidate is currently certified in the HRP, a review for HRP certification in the appropriate category will be performed by the hiring manager and the HRP Management Official, and the certification process in the appropriate category will be initiated upon assumption of the position.
