The Role

HR at RELX is going through a huge modernisation program, we need experienced HR leaders to join us and shape the future of our organization. The Talent Development Centre of Excellence is a newly established, enterprise wide CoE that is responsible for driving the future performance, talent, learning, diversity and employee engagement strategy for the RELX Group.

The Head of Learning Development is a critical leadership position with the RELX Group Talent Development CoE and requires a subject matter expert in modern learning best practices to help drive the future strategy of RELX Groups learning offerings. In this role you will act as a thought partner to Head of Talent Development and to Business Unit Talent Heads ensuring the learning development strategy aligns with the business priorities and focus areas. Through this you will identify gaps in current enterprise and business unit practices and develop best in class programs in manager, core skill and functional development areas.

The learning development practice network is the custodian of programs and processes in the learning space and is responsible for their deployment and delivery across the enterprise.

The Head of Learning development will also have full responsibility for the strategic management of external vendor relationships and contracts as well as full accountability for the learning budget.

The Head of learning development will need to have a passion for learning and driving change as well as strong influencing skills and the ability to build relationships across a highly matrixed organization.

Job Specific Responsibilities:

* Owns the strategy, design and delivery of enterprise wide development programmes

* Leads the learning needs analysis process across the enterprise in partnership BU talent partners

* Defines Digital first learning strategy; execute and measures to deliver innovative and highly relevant learning solutions that meet multiple business needs

* Identify technology delivery requirements and assess appropriate delivery model for programmes

* Responsible for equipping the organisation with the fundamental business skills we need to deliver against our strategy

* Creates an e learning strategy, executes and measures to deliver innovative and highly relevant learning solutions that meet multiple business needs

* Owns vendor relationship with key suppliers in the learning space

* Develops a learning roadmap that aligns to our career development philosophy and practices.

* Is a thought partner in best practices in the learning and development space

* Leads the cultural change required in the business to adopt new approach to learning and development

* Owns the technology roadmap to support the delivery of the learning strategy

* Partners closely with BU practice network lead to ensure alignment on standard programmes and where there needs to be BU specific activity.

* Owns manager development programmes

* Partners closely with the Head of leadership development to ensure alignment across the learning roadmap

* Owns core skill and critical functional development initiatives across the enterprise

* Partners with functions where there is a RELX operating team e.g. CTO and Product management forum to develop functional learning programmes.

* Puts in place measures for success to ensure programmes and offerings are driving performance and engagement across the business.

* Has accountability for the L&D external spend budget and partners with the business units to ensure its effective management

* Act as a coach and mentor to the team, empowering them to deliver results.

* Responsibility on behalf of the TD organisation to ensure the REPH team are delivering what is required and are integrated with the broader TD organisation as appropriate. Point of contact with the REPH local management team.

* Ensures the accuracy of and provides the narrative to RELX level dashboard reporting related to Learning

Background and experience:

* Significant experience in organizational learning, including leading learning teams, global experience, and experience of a complex multinational.

* Successful collaboration with senior leaders across geographies and cultures, internally and externally.

* Track record of transforming and influencing complex systems.

* Leadership of the end-to-end learning cycle including needs analysis, learning design and development, learning delivery and learning evaluation.

* Successful implementation of innovative learning approaches from initial assessment through final implementation

* Strong project management, consulting and contracting skills, and proven budget management.

* Ability to effectively communicate ideas, influence and persuade others to accomplish challenging goals and objectives without formal reporting relationships.

* A strong personal track record of leadership, and of facilitation
