This position is in the Office of Legislative and Public Affairs (OLPA), External Affairs Group. The mission of the External Affairs is to develop communication strategies in support of NSF priorities while proactively engaging external audiences and identifying opportunities to showcase NSF activities and accomplishments. It employs a wide variety of tools and techniques to engage the public and stakeholders to include congress, media, government, industry and research and education communities.

Responsibilities

The incumbent serves as a public affairs specialist in the External Affairs Program of OLPA with responsibility for formulating external affairs strategies around NSF activities and relevant issues.

Specific duties include:

* Establishes goals, strategies and tactics related to agency external affairs program and ensures evaluation and analysis of communication activities.

* Develops national public campaigns to advocate for and increase awareness of the NSF mission while engaging a broader audience.

* Monitors opportunities for proactive outreach and builds relationships with stakeholders to promote awareness of the agency mission and increase engagement with a wider audience.

* Develops targeted strategies to reach specific audiences at the state/local level, intergovernmental, private/industry, universities/researchers and students/teachers to include highlighting NSF facilities, labs, centers, observatories, research vessels and others.

* Identifies, develops and refines key messages and fact-based narratives in support of NSF priorities.

* Plans, develops and coordinates key NSF themes and messages to communicate with external audiences.

* Leads projects to include events, conferences, exhibits, press conferences, hill events and other opportunities to reach a large audience while showcasing NSF activities and research.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-12 level, applicants must have at least one year of specialized experience equivalent to the GS-11 level in federal service designing and planning communication and outreach activities for an organization. Examples of specialized experience includes: researching and writing articles, fact sheets, presentations and/or other materials for internal and external audiences; planning communication and outreach programs; establishing and maintaining relationships with public affairs stakeholders, including those from other government organizations, academia, the press and news media; and developing strategic communications plans for an organization.

To qualify at GS-13, applicants must have at least one year of specialized experience equivalent to the GS-12 level in federal service designing, planning and managing communication and outreach activities for an organization. Examples of specialized experience includes: researching and writing articles, fact sheets, presentations and other materials for internal and external audiences; planning and implementing communication and outreach programs; establishing and maintaining relationships with public affairs stakeholders, including those from other government organizations, academia, the press and news media; and developing and implementing strategic communications plans for an organization.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
