Jacobs is seeking a PMO Analyst for the Alexandria/Herndon, VA offices (split time between both offices with one day remote per week). Duties will include:

* Provide programmatic support for each task area and initiative that is part of the portfolio of projects for which the Business Analyst has responsibility.

* As part of the Business Office's mission to identify and advocate for the business requirements, the Business Analyst will be responsible for assessing and updating existing timelines and roadmaps, drafting concept papers and justifications, conducting high-level scope assessments, identifying risks and constraints for new initiatives, and leading implementation activities.

* As initiatives progress toward implementation, provide support in planning and requirements activities, drafting communications and briefings, providing input on site redesign and usability efforts, and working with cross-functional stakeholders to drive consensus and concurrence with program priorities.

* US Citizenship or Green Card Required – Must be able to obtain public trust clearance

* BA or BS degree in the appropriate discipline from an accredited college or university, plus three (3) to five (5) years of appropriate and progressive experience; additional relevant education may be substituted for progressive experience.

* Minimum Qualifications:

* 3-7 years of General Management Consulting, Project/Digital Product Management and Business Requirements experience to frame new initiatives for the IT team and develop concept papers and discussion documents for Policy and other business stakeholders

* Experience gathering user input and conducting user research. Experience organizing and delivering webinars, including PowerPoint content creation, drafting execution timelines and invitations, survey development, arranging IT support, and communicating updates and deadlines to webinar stakeholders

* Experience developing business cases for IT initiatives, conducting business and IT stakeholder interviews, and collecting and analyzing data to generate recommendations based on business value

* Experience with data analysis to demonstrate needs and/or progress against stated objectives

* Experience in applying research, analytical, critical thinking, and communication skills towards understanding and evaluating issues and developing recommendations

* Strong background in the development of documentation such as: Concept Papers, progress reports, presentations, meeting agendas, high-level requirement overview documentation, user guides, marketing and training materials

* Experience serving as the liaison between the project manager and development team to clarify requirements on behalf of Policy and business stakeholders

* Experience communicating business requirements, issues, and questions effectively among cross-functional stakeholders from different organizations

* Experience facilitating meetings, presentations, requirements gathering sessions involving multiple stakeholders from various organizations

* Must be a self-starter, be able to manage competing priorities, multi-task, and continue to meet all deadlines, while remaining flexible with continually changing priorities

* Must be able to set realistic client expectations and deliver at or above those expectations

* Must be detail oriented and proactive and able to quickly come up to speed on new topics and client/stakeholder issues

* Must possess strong communication (verbal and written) skills

* Desired Qualifications:

* Experience with Agile methodology and Federal Grants Management a plus!

Work Environment:

General Office environment. The work environment is fast-paced and sometimes involves extreme deadline pressures. The nature of the work requires a high degree of teamwork and cooperation with other members of the staff as well as individuals across the Company and Customers.

Equipment & Machines:

General office equipment including PC/laptop, Fax, Copiers, Shredder, Printers, Telephone, and other miscellaneous office equipment.


Attendance is critical at all times. Must be able to work a 40-hour workweek, normally Monday through Friday. However, times and days may vary depending on business requirements. Needs to be available to work overtime during critical peaks and be available to meet last minute requests for overtime should the situation occur.
