The Research Foundation for Mental Hygiene, Inc. is seeking a qualified candidate to fill the position of Research Scientist to assist the Project Director and Assistant Project Director in the evaluation portion of a State Targeted Response to the Opioid Crisis (Opioid STR) initiative in the Division of Outcome Management and System Information at the New York State Office of Alcoholism and Substance Abuse Services (OASAS). The initiative is funded by the Substance Abuse and Mental Health Services Administration (SAMHSA) and is designed to address the opioid crisis in New York State. The OASAS implementation approach is to target counties and several sub-populations across the state where opioid use disorder is most prevalent and service gaps exist. The approach will consist of an array of evidence-based prevention, treatment, and recovery services.

Responsibilities include but are not limited to:

* Work as part of a project team consisting of a Principal Investigator, Project Director, and Assistant Project Director within the OASAS Division of Outcome Management and System Information (OMSI).

* Develop data collection forms, collect and report on required performance measure data, and conduct local performance assessments.

* Serve as the primary point of contact for funded providers and contractors across the project catchment area for data collection.

* Provide training and technical assistance to providers so that data collection is done in an accurate and timely manner at the local level; training and technical assistance may be done via in-person site visits, webinars, email, and phone, depending on specific circumstances.

* Analyze data collected from providers and prepare quarterly performance assessment reports.

* Depending on training and technical assistance needs at the provider/region level, accompany project team on site visits at least once per year or more.


A Bachelor's degree is required with a minimum of three years of research or evaluation experience; preference is given to public health, public administration, sociology, psychology or related field. A Master's degree can be substituted for one year of professional experience; Ph.D. may be substituted for two years of professional experience. Demonstrated experience conducting program evaluations from start to finish is required, including samples of final products/reports. Ability to calculate, interpret and communicate statistics from data systems and provide findings in a variety of formats to both technical and general audiences. Experience working in culturally diverse communities is an asset. Other preferred qualifications include experience collaborating with professional and support staff; strong organizational, writing and oral communication skills; ability to work cooperatively with diverse stakeholders; ability to work independently and as part of a team; and proficiency in Microsoft Excel or Access, Word, PowerPoint, and SPSS or SAS.
