About the Position:

This position is with Edgewood Chemical Biological Center (ECBC).

This is an Army Acquisition, Technology, and Logistics (AT&L) Workforce Position. The selectee must meet DoDI 5000.66 requirements applicable to the duties of the position. This position requires Level 1 certification or equivalent in applicable AT&L career field E (Purchasing) within 24 months of assignment.

The Aberdeen Proving Ground (Edgewood Area) is situated adjacent to the towns of Edgewood and Joppatowne and is located in Harford County, Maryland. APG-EA sits on 13,000 acres with the Bush River to the east and the Chesapeake Bay to the south, offering many amenities to include recreation and child/day care facilities.

Responsibilities

* Serves as a purchasing agent responsible for procuring research supplies, services, and equipment by utilizing a variety of federal purchasing methods and procedures.

* Prepares purchase orders by confirming specifications and price.

* Obtains recommendations from suppliers for substitute items and acquires approval from the requisitioning department.

* Monitors and documents purchased items to ensure proficient delivery time to various departments within the organization.

* Applies conventional practices and uses judgment to interpret guidelines and decide best practices to resolve specific procurement issues.

* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

* Must be able to travel away from the normal duty station up to 10% of the time.

* Must be able to obtain and maintain a secret security clearance.

* This is an Acquisition Position requiring Level II certification in Acquisition career field E (Purchasing) within 24 months of entrance on duty.

* The Position requires the filing of an annual financial disclosure statement.

In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:

GS-08:

1). Participate in the purchase of supplies and services by utilizing a variety of federal purchasing methods and procedures; 2). Utilize a variety of supply and procurement automated systems; and 3). Research federal regulations or procedures to ensure compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

GS-07:

1). Participate in the purchase of supplies and services by utilizing a variety of federal purchasing methods and procedures; and 2). Utilize a variety of supply and procurement automated systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07 or 06).
