About the Position:

This vacancy is for a Program Analyst in the U.S. Army Aberdeen Test Center Command Staff, Budget and Contracts Division, Aberdeen Proving Ground, MD.

Responsibilities

ATC is participating in an alternative personnel system known as the Acquisition Workforce Demonstration Project. Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The pay band NH-03 is equal to the former GS-12 step 01 through GS-13 step 10. Therefore, the salary will be set no higher than $126,062.00 with locality.

* Serve as senior analyst/working leader, providing guidance to team members responsible for the administration of the organizations acquisition requirements.

* Serve as advisor to agency management on program cost analysis, annual/multi-year and long-range fiscal/program planning, and/or commercial issues for key agency programs, to include mission support contracts (MSC) program.

* Interact with senior management of contract firms, and provides direction to Contracting Officer's Representatives (CORs) and ad-hoc team members throughout the organization.

* Plan and conduct complicated, comprehensive analytical studies of organizations or significant segments of several major management functions to improve organizational structure, staffing levels and/or cost effectiveness.

* Leads teams in performance of assigned functions.

* Serves as alternate Purchasing Coordinator and Billing Official.

* Must be able to obtain and maintain Secret Security clearance.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Interpreting laws, rules, and regulations pertaining to acquisition and procurement processes, 2) Overseeing the analytical reviews of procurement strategies, processes and contract packages, 3) Overseeing the organization's execution of post-award contracts, AND 4) providing contract subject matter expertise to organization leaders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal Service NH-02/GS-11.
