Responsibilities

THIS IS A PATHWAYS RECENT GRADUATE POSITION.

The Department of the Army Recent Graduates Program affords developmental experiences in the Department of Army intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.

After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position.

To be eligible for conversion to a permanent or term position, Recent Graduates must:

* Successfully completed at least 2-years of continuous service in addition to all requirements of the Program.

* Demonstrate successful job performance.

* Meet the Office of Personnel Management's qualifications for the position to which the Recent Graduate will be converted

Department of the Army Recent Graduates Program Eligibles

Positions are open to:

* Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.

* Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.

* Students may apply if they are within 9 months of meeting their educational requirements OR candidates must have graduated within the preceding 2 years.

The duties of this position are developmental in nature and lead to the full performance level of a Budget Analyst, DE-560-03. The incumbent of this position may be non-competitively promoted to the target level of the position upon: meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Note: Promotion is not automatic.

* This position requires the incumbent to possess, obtain and maintain a Top Secret SCI clearance.

* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

* This position is a drug testing designated position and requires the incumbent to undergo drug testing.

* This is an Army Acquisition position which requires Level I certification in the acquisition career field K (Business Financial Management). Selectee must obtain Level I certification within 24 months of entrance on duty Note: As the incumbent gains experience in the DE-02 pay band, the Financial Management Certification Level may change from I to II.

* This position requires business travel (TDY) up to 5% of the time away from the duty station.

Qualifications

Who May Apply: Positions are open to:

* Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Short-term training programs (e.g. several two-week programs completed) are not considered an academic course of study.

* Current students who will graduate no later than 9 months

* Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion

Applicants can be selected at either the GS-09 or GS-11. The target grade of this position is GS-11.

After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years).

To be eligible for conversion to a permanent or term position, Recent Graduates must:

* Be a U.S. Citizen

* Successfully complete all the requirements of the Recent Graduate Program as defined in the Agency Participant Agreement.

* Demonstrate successful job performance.

* Meet the Office of Personnel Management qualification standard including any applicable positive education requirements and/or selection placement factors and any other designated special qualifications requirements and conditions of employment (e.g. medical standards) appropriate for the position to which being converted.

In order to qualify, you must meet the education and//or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) preparation of budget formulation for a project/program (2) monitor the obligations or expenditures to support accurate budget data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service DE-02 (GS-07 equivalency).

EDUCATION SUBSTITUTION:

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Transcripts are required at the time of application.)
